The project of building a road connecting cultural heritage, tourism and economic development along the Red River was approved by the Provincial People's Council in the investment policy in Resolution No. 368/NQ-HDND dated July 6, 2023. This is an important project for the development of the province, aiming to complete the essential transport infrastructure of Hung Yen province in particular, of the region in general according to the approved planning; well serve the needs of transporting goods and traveling of the people and exploit the land fund along both sides of the route, develop and form industrial clusters, urban areas, tourism service areas... attract investment in the province; form a regional route connecting cultural and spiritual heritage works along the Red River: Thang Long - Pho Hien - Tam Chuc - Bai Dinh - Huong pagoda; connect traffic in the Hanoi - Hung Yen - Ninh Binh region; as a breakthrough in developing transport infrastructure according to the Resolution of the Provincial Party Congress for the term 2020 - 2025.

The project has a total estimated investment of nearly 9.3 trillion VND; and supposed to be implemented from 2023 to 2027. It will pass through 13 communes of Hung Yen province, starting at Km0+000, the border of Hung Yen province and Hanoi city at Km76+984 on the provincial road No. 378 (on the left dike of the Red River), Phung Cong commune; the ending point is at Km55+680 intersecting the left dike of the Red River at Km133+500, Tan Hung commune. The total length of the route is about 55.68km. On the route, there are two planned overpasses across the irrigation canal at Lien Nghia pumping station, Nghi Xuyen pumping station and Nghi Xuyen bridge, suitable for the scale of crossing rivers and irrigation canals. The design elevation must be consistent with the controlled construction elevation in the planning; at the same time, the current status, natural factors, flood frequency, elevations controlled by underground works, and above-ground works must be considered. For the section outside the dike, ensuring flood prevention and control at alert level 3 of the Red River through Hung Yen province...

To clearly identify the importance of the project, the Provincial People's Committee has recently directed the investor to urgently complete the preparation steps, organize the selection of contractors in accordance with legal regulations, ensuring strictness and transparency. During the implementation process, the province requires strict compliance with construction standards and regulations; ensuring quality, progress, construction safety, traffic safety, labor and environmental sanitation. Up to now, localities have reclaimed land and handed over to the investor 65/272 hectares, reaching nearly 24% of the total area of land to be reclaimed; more than 600 graves have been moved...

Speaking at the groundbreaking ceremony, Chairman of the Provincial People's Committee Nguyen Khac Than acknowledged and commended the efforts of the Construction Investment Project Management Board No. 1, relevant departments, agencies, units, and local Party committees, authorities, and people for promptly completing investment procedures, accelerating site clearance, and creating favorable conditions for project implementation.

The Chairman of the Provincial People's Committee requested that the Construction Investment Project Management Board No. 1 be resolute in directing and operating; strictly manage the quality, progress, and investment capital throughout the implementation process; ensure that the project is carried out and completed ahead of schedule, in compliance with legal regulations, safely, and effectively. Construction units, supervision consultants, and design consultants mobilize modern equipment, select a team of capable and experienced human resources to implement the project; strive to construct on schedule, complete and put the project into use soon, meeting the expectations of the people. The People's Committees of communes and wards in the project area need to resolutely complete the remaining volume of site clearance work. Compensation, support and resettlement must comply with legal regulations, suitable to reality, ensure the legitimate rights of the people; promptly hand over the cleared site to the contractor to ensure progress. The provincial departments, branches and sectors strengthen close coordination during the project implementation process; regularly inspect, supervise, promptly remove difficulties and obstacles; strictly handle violations (if any), ensure the project is constructed safely, with quality, on schedule; promote propaganda work on the meaning and importance of the project; promptly commend collectives and individuals who do well, at the same time explain and mobilize people to understand, agree and support the construction of project...
