The project of the road from Thai Binh ward to Hung Ha commune connecting with Pho Hien ward is invested by the Management Board of Construction Investment Project No. 2, constructed by the Joint Venture of Xuan Quang Construction Joint Stock Company and Truong Son Construction Corporation. It has a total length of about 24.8km, starting at the intersection between the road to TBS Song Tra Industrial Park and the National Highway No. 10 (in Thai Binh ward), ending at the beginning of the Luoc River overpass (in Ngu Thien commune). The route passes through Thai Binh ward and the followwing communes: Nam Tien Hung, Tien Hung, Hong Minh, Hung Ha, Tien La and Ngu Thien.

The project has a total investment of more than 4,900 billion VND, divided into two phases: Phase 1 (from the National Highway No. 10 intersection to Dong Tu intersection) has a total cost of about 3,735 billion VND; Phase 2 (from Dong Tu intersection to the right dike of the Luoc River) has a total cost of about 1,192 billion VND. It is supposed to be conducted from 2025 to 2028.

According to the design, the route meets the standards of a level-III plain road, with many modern and synchronous items. The section through the TBS Song Tra industrial park is built according to urban road standards, with a cross-section of 63m; the bridge area and the approach road to Tra Ly bridge have a cross-section of 34m; the remaining sections are designed according to the model of parallel roads on both sides, with a total clearance of about 60m. The entire route has 8 bridges and 9 intersections at the same level, ensuring safety, smoothness and seamless connection with existing infrastructure. This is a key traffic project of special significance in completing regional connection infrastructure, creating a new economic corridor, promoting the connection of industrial parks and urban areas between the two provinces of Thai Binh - Hung Yen and the Red River Delta region.

Speaking at the groundbreaking ceremony, Comrade Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged and commended the efforts of the Construction Investment Project Management Board No. 2, relevant departments, branches, sectors, units, and local Party committees and authorities for promptly completing investment procedures, speeding up site clearance progress, creating favorable conditions for the project to start construction and be carried out according to plan.

Identifying this as a key project of special importance to the socio-economic development of the province, with high expectations from cadres, party members and people, the Provincial Party Secretary requested the Construction Investment Project Management Board No. 2, as the investor, to closely and resolutely lead, direct and manage the project implementation; regularly inspect and urge progress, closely coordinate with contractors to promptly detect and handle arising difficulties and problems. He requested that the project be completed within no more than 24 months from the commencement date.

For construction contractors, supervision consultants, and design consultants, the Provincial Party Secretary requested that this be clearly identified as a project of special importance to the province, so progress and quality must be given top priority. Units mobilize maximum human resources, machinery, vehicles, and finance, proactively ensure material supply, and maintain stability during the construction process.

The Party committees and authorities of the 7 communes and wards where the project passes through are requested to focus on leadership and direction of site clearance; mobilize the entire grassroots political system to participate in synchronously, including promoting propaganda and dissemination of policies and laws on land, compensation, support, and resettlement, helping people understand and agree on land acquisition for the project.

The Provincial Party Secretary requested relevant departments and branches, especially the Department of Construction, the Department of Agriculture and Environment to closely coordinate and support the Construction Investment Project Management Board No. 2 and localities in site clearance, removing difficulties and obstacles. To strengthen inspection and supervision of the construction process to promptly detect and handle violations, if any, to ensure that the project is implemented on schedule, achieving the desired quality and efficiency.

The representatives of the investor and the joint venture of contractors pledged to mobilize maximum human resources, modern means and equipment; organize the construction scientifically, ensuring progress, techniques, quality and absolute safety for the project. The units affirmed that they will closely coordinate with local authorities and relevant departments and branches, striving to complete the project on schedule or earlier than planned, creating an impression of capacity and reputation in the field of transport infrastructure construction.
