The Board must regularly monitor, inspect, and expedite progress, while providing timely guidance and coordinating in making efforts to resolve any arising difficulties or obstacles. The issues exceeding the Board's authority must be proactively compiled and submitted to the Provincial People's Committee for consideration and resolution, ensuring that administrative procedures do not delay project progress. Relevant departments and agencies must coordinate closely within their respective functions and mandates to handle procedures regarding construction, land use, environmental protection, transportation, power supply, water supply and drainage, fire prevention and fighting, and technical infrastructure connections. The support provided for enterprises must be proactive, transparent, and compliant with the law; simultaneously, there must be strengthened inspection and supervision of construction quality, land utilization progress, and the fulfillment of investor commitments.

Mr. Tran Quoc Van, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, speaks at the groundbreaking ceremony.

The Party committees and local authorities in An Thi and Nguyen Trai communes must actively coordinate with the project investor and competent agencies to address project-related matters. They should proactively review planning, transport infrastructure, housing, services, vocational training, and human resources to effectively capitalize on the development opportunities created by the industrial zone. The land management, construction order, and environmental protection in the area surrounding the project must be strengthened, ensuring that industrialization goes hand-in-hand with urban development, social welfare, and improvements in the local population's quality of life.

The industrial zone infrastructure investor must mobilize maximum financial, human, and equipment resources; establish detailed progress plans for each project component; organize construction scientifically; ensure quality and occupational safety; and complete the project according to the committed schedule. It is imperative to avoid situations that groundbreaking is merely symbolic, implementation is sluggish, or the land is slow to be put into actual use. The projects must be executed in strict accordance with approved master plans and investment policy decisions, while fully complying with regulations regarding investment, construction, land use, environmental protection, fire safety, and other relevant laws. Comprehensive investment is required for infrastructure systems including transportation, power supply, water supply and drainage, wastewater treatment, landscaping, and service facilities to develop Industrial Park No. 15 into a green, smart, and modern hub that utilizes resources efficiently. Proactive strategies should be developed to promote and attract secondary investors concurrently with infrastructure construction, prioritizing projects that feature advanced technology, high value-added content, energy efficiency, and environmental friendliness, and that offer opportunities for linkages with domestic enterprises. Attention must be paid to training and recruiting local laborers and fully discharging social responsibilities toward the community.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council affirmed that Hung Yen province is committed to standing alongside investors and fostering a transparent, favorable investment and business environment. The province pledges to promptly resolve legitimate difficulties and obstacles faced by investors in a manner that ensures legal compliance, clear accountability, and effectiveness. Simultaneously, the province requires the project investor to strictly honor their commitments, regarding progress, quality, efficient land use, and environmental protection as key criteria for evaluating project implementation outcomes.

With the investor's capability and determination, the responsible coordination of departments, agencies, and local authorities, and the public's consensus, the project to develop the infrastructure of Industrial Park No. 15 will be implemented on schedule. It will rapidly deliver comprehensive infrastructure, attract high-quality secondary investors, and maximize investment efficiency, thereby contributing to transforming Hung Yen into a modern industrial province characterized by rapid and sustainable development.
