The Green iP-3 project is designed as a next-generation industrial park, aiming to build a "green" facility that maximizes the use of renewable energy and features comprehensive infrastructure, including transportation, water supply, power supply, telecommunications, wastewater treatment, security, and fire prevention and fighting systems. The project focuses on digitizing operations by establishing a centralized operations control center to connect and monitor infrastructure data, while gradually implementing automation in technical infrastructure management and incident response.
Green iP-3 is expected to attract high-tech industries such as electronics, semiconductors, and smart manufacturing; it aims to gradually form high-value-added production chains, create jobs, boost local incomes, contribute to the state budget, and drive a positive shift in the economic structure.
The implementation of Green iP-3 builds upon the success of the Lien Ha Thai Industrial Park – North Zone (Green iP-1), a project that has attracted numerous high-tech ventures in such fields as electrical equipment, electronics, automation, precision engineering, medical components, and automotive parts, while creating jobs for thousands of workers.
Mr. Nguyen Le Huy, Member of the Provincial Party Committee’s Standing Board and Standing Vice Chairman of the Provincial People's Committee, delivers a speech at the groundbreaking ceremony.
Speaking at the groundbreaking ceremony, Mr. Nguyen Le Huy, Member of the Provincial Party Committee’s Standing Board and Standing Vice Chairman of the Provincial People's Committee emphasized that the province's guiding principle is rapid and sustainable development, leveraging its potential, advantages, geographical location, regional linkages, and economic corridors and belts. The province prioritizes modern industrial development as the key driver, civilized urban areas as the core, and a sustainable marine economy as a major pillar; the ultimate goal is to transform Hung Yen into a modern industrial and service hub and a green, smart urban area that serves as a dynamic growth engine for the Red River Delta region.
Accordingly, the province is focusing investment on completing the infrastructure of industrial zones that have received approval in principle, while prioritizing the establishment and expansion of industrial zones that enjoy favorable locations, possess strong investment attraction potential, and act as catalysts for socio-economic development. The Hung Yen provincial master plan for the 2021–2030 period, with a vision to 2050, outlines the development of 66 concentrated industrial zones, including the Lien Ha Thai Industrial Zone (Green iP-3) located in the southern economic and coastal area.
The Standing Vice Chairman commended the investor's decision to undertake the project within the economic zone and acknowledged the investor's efforts, as well as the active, timely, and effective support provided by provincial departments, agencies, the Thai Ninh Commune People's Committee, and other relevant bodies throughout the project's preparation and procedural implementation.
He urged the investor to concentrate resources on project implementation, striving to exceed the registered schedule for early completion and operational launch while ensuring full compliance with legal regulations. The close coordination with the Management Board of the Provincial Economic and Industrial Zones, relevant departments and agencies, and the Thai Ninh Commune People's Committee is required throughout the investment, construction, and operational phases. Construction contractors must strictly adhere to technical standards and regulations; ensure project quality, safety, and occupational health; maintain environmental hygiene; and prevent construction activities from disrupting the lives and production activities of local residents in the surrounding area.
Regarding departments, agencies, and local authorities, the Standing Vice Chairman of the Provincial People's Committee requested that the Management Board of the Provincial Economic and Industrial Zones and relevant agencies continue to facilitate the investor's efforts to accelerate project progress. The Thai Ninh Commune People's Committee is tasked with actively carrying out site clearance for timely handover to the investor, strengthening security and order management in the project area, and supporting the investor during implementation and construction. Departments, agencies, and local authorities must regularly monitor and inspect the project, promptly assist the investor in resolving any arising issues to ensure smooth and effective implementation.
