The Government’s Resolution on main tasks and solutions to improve the business environment and enhance national competitiveness in 2024

On 05/01/2024, the Government issued Resolution No. 02/NQ-CP on main tasks and solutions to improve the business environment and enhance national competitiveness in 2024.

According to the Resolution, it is forecasted that in 2024, advantages and difficulties will continue to mix, but the difficulties will be greater. To improve the business environment, strengthen trust and create more motivation for businesses to overcome difficulties, continue to recover and develop, we need stronger, more substantive and more drastic involvement from the ministries, branches and localities. The Government requires ministries, central agencies and localities to identify reform and improvement of the business environment as key priority tasks; make genuine efforts to remove difficulties and clear bottlenecks in legal institutions and enforcement for businesses.

* The Resolution provides four guiding viewpoints, specifically:

1. To thoroughly grasp, strictly comply with, and implement synchronously, drastically, effectively, and practically the Resolutions and Conclusions of the Party, the Resolutions of the National Assembly, the Government, and the directions of the Prime Minister. To ensure freedom of business for people and businesses in accordance with the provisions of the 2013 Constitution; create a favorable business environment for investment, business activities and the development of new and creative business ideas. To reform towards reducing the number of procedures, time, costs and risks for businesses.

2. To improve the quality of policy development; carry out a comprehensive impact assessment based on scientific and practical evidence before proposing to promulgate new or amend or supplement regulations affecting people and businesses. To reriously perform the opinion gathering process; ensure widespread consultation with affected subjects; and public dialogue to build consensus. Do not issue regulations requiring businesses to share information and data beyond the authority and scope specified in legal documents. The requirement of businesses to share data must be consistent with the law, authority, scope of management and accompanied by clear regulations on the responsibilities of state management agencies in protecting business information and data.

3. To promote decentralization of power along with resource allocation and strengthen supervision and inspection; improve the quality of implementing legal documents, resolutely reduce administrative procedures that cause costs for people and businesses; resolve administrative procedures on time and do not impose additional requirements or conditions on businesses. To make a clear mechanism to protect officials when handling investment and business procedures in case of inconsistencies or differences in regulations between legal documents.

4. To maintain and replicate good and advanced policy experiences on state management of production and business activities of enterprises. To timely create and improve institutions and policies on the business environment to adapt flexibly and in accordance with new development trends such as: innovation, digital transformation, green transformation....

* Regarding the general goal: Strongly improve the quality of the business environment to match the context and development trends, to enhance the country's position on international rankings. To create a healthy competitive environment, rapidly increase the number of newly established businesses; reduce the rate of businesses temporarily suspending operations; increase the number of businesses with innovation, green transformation, and digital transformation activities; reduce input costs and legal compliance costs in investment and business activities; reduce policy risks; strengthen confidence, create a fulcrum for recovery and enhance business resilience.
