The Government’s Resolution on main tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates for 2024

On 05/01/2024, the Government issued Resolution No. 01/NQ-CP on main tasks and solutions to implement the socio-economic development plan and state budget estimates for 2024.

According to the Resolution, 2024 is a year of acceleration and breakthrough, of particular importance in successfully implementing the 5-year socio-economic development plan 2021-2025. The world and regional situation will continue to have complicated and unpredictable developments; the consequences of the COVID-19 pandemic will have a lasting impact. Strategic competition between major countries is becoming more and more fierce, conflicts in Ukraine and the Gaza Strip are likely to last longer. The economic growth, global trade, and investment continue to decline. Inflation and monetary policies of some major economies still contain elements of uncertainty. Non-traditional security challenges, especially epidemics, natural disasters and climate change, have become permanent risks and increasingly severe impacts. Domestically, the economy has mixed opportunities, advantages, difficulties and challenges, but the difficulties and challenges are more numerous. Inflationary pressure is still strong; production and business are forecasted to remain difficult; demand from Vietnam's large, traditional import and export markets continues to decline. The shortcomings, limitations, and inadequacies within the economy regarding the economic structure that have accumulated for a long time have not been completely resolved; financial, monetary, and real estate markets still have potential risks; the scale of the country's economy is still modest but its openness, competitiveness and resistance to external shocks are still limited; natural disasters, epidemics, climate change, droughts, storms, floods, and landslides continue to develop abnormally and have more severe impacts...

To successfully implement the goals and tasks of the socio-economic development plan and state budget estimates for 2024 according to the Resolutions and Conclusions of the Central Government, the National Assembly, the Government required all levels, sectors and localities to determine to overcome all difficulties, all challenges, maintain the spirit of overcoming difficulties, solidarity, self-reliance, proactive adaptation, flexibility, drastic and scientific action, effective, proactive in innovation and creativity under the theme "Discipline and responsibility; proactive in a timely manner; accelerate creativity; sustainable efficiency" with 06 viewpoints and operating directions, including:

- To thoroughly grasp, strictly comply with, and implement synchronously, drastically, effectively, and practically the Resolution of the 13th National Party Congress; the Resolutions and Conclusions of the Central Government, the National Assembly and the Government. To focus on synchronously and effectively performing the viewpoints, goals, tasks and solutions of the Socio-Economic Development Strategy 2021 - 2030, the 5-year Plan for the period 2021 - 2025, with emphasis on focuses on 3 strategic breakthroughs, 6 key tasks and 12 main solution groups. To make close, effective and timely coordination between agencies in the political system; proactively and actively prepare Party Congresses at all levels towards the 14th National Party Congress. To focus on summarizing the 5-year plan for the period 2021 - 2025 and developing 5-year plan for the period 2026 - 2030.

- To promote the strength of great national unity, arouse the spirit of patriotism, the will to be self-reliant, and the desire to develop a strong and prosperous country. To mobilize and effectively use all resources, of which internal resources are basic, strategic, long-term, decisive, combined with external resources which are important, necessary, breakthrough, and regular.

- To focus on directing and operating proactively, flexibly, on time, effectively, with close coordination, synchronization, and rhythm between policies. To closely follow the practical situation, respond promptly and appropriately, especially to urgent problems that arise in the short term, and effectively implement fundamental tasks and solutions in the medium term and long term.

- To tighten discipline and order, improve effectiveness, efficiency and responsibility of leaders in law formulation and enforcement; promote administrative procedure reform and national digital transformation; strengthen decentralization of power associated with appropriate resource allocation, improve enforcement capacity and strengthen inspection, supervision and control of power. To continue to beef up the prevention and combat of corruption, negativity, waste, and group benefits; rectify and thoroughly overcome the avoidance and evasion of responsibility in the performance of public duties; at the same time, protect officials who dare to think, dare to do, and dare to take responsibility for the common good.

- Cultural development must be placed on par with economics, politics, and society; focus on building a healthy cultural lifestyle, promote traditional values and customs; prevent the deterioration of morality and lifestyle. To implement well policies for people with meritorious services and policy beneficiaries, ensure social security, sustainable poverty reduction, carry out social progress and justice, protect the environment, and take care of material and spiritual life of the People, especially those with meritorious services, policy families, poor households, vulnerable people in remote areas, border areas, islands and ethnic minorities.

- To firmly protect independence, sovereignty, unity and territorial integrity; ensure political security, social order and safety; build an independent and self-reliant economy associated with proactive and positive international integration that is comprehensive, extensive, substantive and effective; maintain a peaceful and stable environment for rapid and sustainable development. To strengthen information and policy communication, create social consensus, and strengthen trust among the people.

- To prioritize boosting economic growth, maintain macroeconomic stability, controll inflation, and ensure major balances;

- To continue to review and improve institutions, laws, mechanisms and policies associated with increasing the effectiveness and efficiency of law enforcement; promote reduction and simplification of administrative procedures and business regulations;

- To bolster the construction and development of a synchronous and modern strategic infrastructure system, especially highway systems, airports, ports, urban infrastructure, inter-regional infrastructure, and digital infrastructure, social infrastructure, healthcare, education...;

- To focus on effective and substantive implementation of economic restructuring associated with innovating growth models, strengthen endogenous capacity, improve competitiveness, rapid and sustainable development; boost the development of the digital economy, green economy, circular economy, night-time economy, e-commerce, emerging industries and fields, new and effective business models; renew old growth drivers and effectively exploit new growth drivers;

- To focus on developing high-quality human resources, especially human resources in the fields of biotechnology, artificial intelligence, chips and semiconductors associated with promoting scientific research, development and application of technology, further strongly promote start-up innovation;

- To comprehensively develop cultural and social fields, ensure harmonious connection with economic development; ensure social security, improve the material and spiritual life of the people; continue to innovate and improve the quality of social policies to meet the requirements of building and protecting the homeland in the new period;

- To proactively respond to climate change, water security, natural disaster prevention and control, strengthen resource management and environmental protection; harmoniously resolve the relationship between economic development and environmental protection;

- To boost the development of regional links, the Regional Council operates effectively, strictly implement national planning, regional planning, and provincial planning; accelerate the speed and improve the quality of urbanization and urban economy;

- To continue to improve and build a streamlined apparatus that operates effectively and efficiently; further promote the prevention and combat of corruption, negativity, waste, and group benefits; tighten administrative discipline;

- To strengthen and consolidate national defense and security potential, firmly protect independence, sovereignty, unity and territorial integrity; ensure political security, social order and safety. Do not let the Party and State be passive or surprised by strategy;

- To deploy synchronously, comprehensively and effectively foreign affairs and international integration activities; maintain an environment of peace, stability, cooperation, development and create favorable conditions, attract resources to serve national development, consolidate and enhance Vietnam's reputation and international position;

- To bolster information and propaganda, especially policy communication, improve the effectiveness of mass mobilization work, and create social consensus.
