The Government deploys the tasks and solutions for socio-economic development in the last two months of the year

At the provincial bridge point, the meeting drew the attendance of comrades: Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee; and representatives of leaders of a number of departments and branches of the province.

According to the Ministry of Finance's report, in the first 10 months of 2025, the consumer price index increased by 3.27% compared to the same period in 2024, the budget revenue reached more than 2.18 million billion VND, equal to 111% of the estimate and rose by 30.8% over the same period; total registered FDI capital reached about 21.3 billion USD, up 8.8% over the same period; exports reached nearly 391 billion USD, up 16.2% over the same period, imports reached 377.4 billion USD, up 18.6%.

Agricultural production and services maintained a good growth momentum. To implement innovation in the development model, carry out three strategic breakthroughs, breakthrough resolutions of the Politburo and promote new growth drivers to achieve outstanding results.

The fields of culture, society, social security, and environmental protection continued to receive attention; national defense, security, and social order and safety were maintained. In the first 10 months of this year, ministries, agencies and localities have allocated more than 1 million billion VND in detail, reaching 96.7% of the plan; disbursed 491 trillion VND, reaching 54.4% of the plan.

To implement three national target programs, by the end of October, disbursed investment capital from the central budget was about 15.2 trillion VND, reaching 49.8% of the plan; disbursed regular expenses from the central budget was about 7.5 trillion VND, equal to 25.2% of the estimate.

In the first 10 months of 2025, the province's socio-economic situation was basically stable and achieved positive results in all fields. The industrial production index increased by 11.71% over the same period in 2024; agricultural production recovered. Total retail sales of goods and service revenue reached 179.7 trillion VND, up 11.02% over the same period; the average consumer price index (CPI) for the first 10 months increased by 2.62%; export turnover reached 8,973 million USD, import turnover reached 7,634 million USD. The total state budget revenue in the area was over 75.5 trillion VND, reaching 136.4% of the estimate; of which, domestic revenue was over 70.2 trillion VND, reaching 140.5% of the estimate.

By November 6, the whole province has disbursed over 21.9 trillion VND, reaching 54.4% of the plan assigned by the Prime Minister. The province strives to have a disbursement rate of 100% by January 31, 2026; the province has 3,969 projects, of which 3,049 are domestic projects with a total registered capital of VND682.9 trillion and 920 are foreign-invested projects with a total registered capital of USD16.8 billion. The two-tier local government has gradually stabilized, initially meeting the requirements of the people and businesses. The fields of construction, industry, agriculture and environment, culture, society, science and technology are directed comprehensively and substantially; political security, social order and safety are maintained.

To complete the target of double-digit growth from 10% to 10.5%, Hung Yen province focuses on a number of such key tasks as: to seriously and fully carry out the policies and guidelines for socio-economic development in the last months of the year; speed up the progress of projects scheduled to start construction to welcome the 14th National Party Congress; boost the attraction of domestic and foreign investment in industrial parks.

At the meeting, leaders of ministries, branches and localities gave their opinions and proposed solutions to achieve and exceed the socio-economic development targets of 2025, the last months of the year; accelerate the disbursement of public investment capital; improve the effectiveness of the implementation of two-tier local governments...

Concluding the meeting, Prime Minister Pham Minh Chinh requested ministries, branches and localities to focus on effectively implementing the emulation movement to reap achievements in welcoming the 14th National Party Congress, speed up and make breakthroughs to successfully complete the goals and tasks of the Resolution of the 13th National Party Congress. To focus on implementing solutions as follows: Maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; perfecting institutions, laws, reforming administrative procedures; focusing on overcoming the consequences of natural disasters, restoring production and business; boosting investment, stimulating consumption, unleashing domestic investment resources and strongly developing new growth drivers, science, technology, innovation, digital transformation; boosting exports, developing harmonious and sustainable trade with other countries.
