The investment project to build the Ninh Binh - Hai Phong expressway the esction passing through Nam Dinh and Thai Binh provinces was approved by the Prime Minister in Decision No. 1680/QD-TTg dated December 25, 2023, with a length of about 60.9km (Nam Dinh province is 27.6km long; Thai Binh province is 33.3km long); the People's Committee of Thai Binh province is the competent authority to implement the project, wih the coordination of the People's Committee of Nam Dinh province.

On April 29, 2025, the People's Committee of Thai Binh province issued Decision No. 766/QD-UBND approving the results of selecting investors to implement the investment project to build the Ninh Binh - Hai Phong expressway, the section passing through Nam Dinh and Thai Binh provinces under the PPP method, BOT contract type. Accordingly, the winning investor of this project is the consortium of enterprises: GELEXIMCO Group - Vietnam Construction and Import-Export Joint Stock Corporation - Phuong Thanh Transport Investment and Construction Joint Stock Company - Nam Son Trading and Construction Joint Stock Company - Hoang Cau Infrastructure Investment and Construction Joint Stock Company, with a total investment of 19,784.54 billion VND. The project to invest in the construction of the Ninh Binh - Hai Phong expressway, the section passing through Nam Dinh and Thai Binh provinces, has the starting point (Km19+300) at the head of the Day River overpass in Nam Dinh, in Nghia Thai commune, Nghia Hung district; the ending point (Km80+200) at the intersection between the new National Highway No. 37 and the coastal road, in Thuy Trinh commune, Thai Thuy district, Thai Binh province; built according to the expressway standards (TCVN 5729:2012), four complete lanes with a roadbed width of 24.5m, the design speed of 120 km/h.

The project to invest in the construction of the Ninh Binh - Hai Phong expressway, the section passing through Nam Dinh and Thai Binh provinces under the public-private partnership model is a key transport project. After being invested, the project will gradually complete the expressway routes in the Road Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021; connecting the expressways of Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh provinces to Hai Phong city and Quang Ninh province; creating momentum for the development of provinces and cities in the Red River Delta and North Central regions; the project also helps connect with Cat Bi and Van Don international airports, seaports and Mong Cai international border gates, enhancing traffic connectivity in the region and between localities in the Northern Coast; creating a basis for attracting investors in many fields, especially urban, industrial, trade and service development; promptly responding to natural disasters and climate change in the region; strengthening national defense and security; contributing to promoting economic development, increasing trade, tourism and attracting investment in the region, opening up a lot of job opportunities and improving people's lives.

Speaking at the groundbreaking ceremony, on behalf of the Government, Prime Minister Pham Minh Chinh praised and appreciated the provinces of Thai Binh and Nam Dinh, the investors, consultants, workers and laborers for their determination, great efforts and drastic actions to ensure the project starting on schedule. The Prime Minister affirmed that the groundbreaking of the CT.08 expressway, the section passing through Nam Dinh and Thai Binh provinces, is of utmost importance: Implementing the Party's guidelines and policies on infrastructure development (one of the three strategic breakthroughs), overcoming traffic bottlenecks; affirming the determination of "what is said must be done, what is committed must be carried out, what is done has specific results...", contributing to creating an attractive investment and business environment for domestic and foreign investors; creating a breakthrough in provincial and regional linkages, creating new momentum and development space for the province and the Northern Coastal Region; successfully conducting the public-private partnership model on infrastructure development investment; reducing pressure on the State budget, utilizing and mobilizing resources and management capacity of the private sector...

At the project groundbreaking ceremony.

With the spirit of "having tried, then try harder; having united, then unite even more; having determined, then be even more determined; having been effective, then be even more effective", to promote investment efficiency, the Prime Minister requested: Thai Binh Provincial People's Committee to coordinate with ministries, central branches, Nam Dinh province and related localities to complete the legal documents of the project... Investors and contractors urgently mobilize maximum machinery and human resources to organize construction in the spirit of "3 shifts, 4 teams", "overcoming the sun, overcoming the rain, not losing to storms", "eating and sleeping urgently", "not enough work during the day, working at night", "only discussing working, not discussing backward", striving to complete ahead of schedule, ensuring quality, not exceeding budget. Provinces and relevant units do a good job of compensation, support, and site clearance based on the principle of "harmonious benefits, shared risks", enhance the responsibility of leaders; assign the tasks in the spirit of "6 clear: clear people, clear work, clear responsibilities, clear authority, clear time, clear products"; promptly and effectively resolve difficulties and obstacles, especially large, complicated issues, "knots", "bottlenecks". To ensure the supply of construction materials (review and determine sufficient material supply, coordinate with investors and project contractors to complete procedures on common construction material mines according to the specific mechanism of the National Assembly and the Government, meeting sufficient reserves and capacity according to the construction progress of the project). Relevant ministries and branches minimize the time for implementing administrative procedures, closely coordinate with localities, proactively remove difficulties and obstacles according to their authority and according to the provisions of law; resolutely not to pushing or avoiding one's work to superiors or other agencies.

To strive to complete the project to ensure quality and aesthetics, put it into operation ahead of schedule in 2026, making an important contribution to the successful implementation of the Resolution of the 13th National Party Congress, welcoming the 14th National Party Congress and bringing the country into a new era, an era of national prosperity, civilization and wealth.
