At the Congress.

The preparatory session of the Congress saw the participation of comrades: Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee; Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee and 438 delegates, representing the will and aspirations of more than 182,000 party members in the entire Provincial Party Committee.

At the preparatory session, the Presidium, the Secretariat and the Delegate’s Credentials Committee were elected at the Congress. With a high sense of responsibility and consensus, 100% of the delegates unanimously elected the Congress Presidium consisting of 22 comrades; the Secretariat consisting of 3 comrades; the Delegate’s Credentials Committee consisting of 11 comrades.

Reporting on the synthesis of comments on the draft documents of the 14th National Party Congress, comrade Ngo Thi Kim Hoan, Member of the Provincial Party Committee's Standing Board, Standing Vice Chairwoman of the Provincial Fatherland Front Committee, said: By September 15, 2025, the Document Subcommittee has received 109 reports and 290 comments from agencies and units including: the Fatherland Front and socio-political organizations; the Party committees directly under the Provincial Party Committee, the Party Committees of communes and wards participating in the draft documents to be submitted to the 14th National Party Congress. In particular, the number of comments from cadres, party members and people on the specific drafts was as follows: Political report: 30,063 comments; Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years: 31,845 comments; Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposing orientations, supplements and amendments to the Party Charter: 10,500 comments.

Through the synthesis, the Party committees and organizations at all levels have collected comments from cadres, party members and people in a serious, democratic and enthusiastic manner, demonstrating a high sense of responsibility, consensus and unanimity; the comments collection form is diverse and suitable for the subjects. Most of the participants unanimously assessed that the draft documents submitted to the 14th National Party Congress were carefully prepared, with a tight and scientific structure; comprehensive content, reflecting the Party's thinking and strategic vision in the new development period; at the same time expressing the will and aspirations of cadres, party members and the people. The integration of three documents submitted to the 14th National Party Congress is a breakthrough decision, demonstrating innovative thinking, ensuring consistency in guiding ideology, synchronization in determining viewpoints, goals and implementation solutions; at the same time facilitating the dissemination, deployment and monitoring of the implementation of resolutions after the Congress. The draft documents all ensured the inheritance and innovation; summarized and objectively and comprehensively assessed the implementation results of the Resolution of the 13th National Party Congress, 40 years of innovation and 15 years of implementing the Party Charter, clearly pointing out the causes, drawing lessons; at the same time proposing viewpoints, directions, goals and solutions of a breakthrough nature for the coming time. In addition, there were opinions suggested that the draft documents should continue to emphasize the spirit of innovation more strongly and comprehensively; clarify the feasibility of policies and solutions; supplement and adjust a number of indicators and expressions to ensure accuracy, clarity and ease of implementation.

At the preparatory session of the Congress, Comrade Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee, presented the Review Report of the Provincial Party Executive Committee for the 2020-2025 term. The review report stated: The 2020-2025 term marked an important development step of the Hung Yen Provincial Party Committee (on the basis of merging the two Party Committees of Hung Yen and Thai Binh provinces into the Hung Yen Provincial Party Committee), in which the Executive Committee and the Standing Board of the Provincial Party Committee promoted the central role of comprehensive leadership, promptly innovated methods, working styles, and ways of working, and improved the leadership capacity and fighting strength of the Party organization.

From the beginning of the term, the Executive Committee and the Standing Board of the Provincial Party Committee have focused on concretizing the resolutions and directives of the Central Committee and the Provincial Party Committee into action programs and implementation plans that closely follow local realities. The issued resolutions and directives all focused on major, key issues, which are meaningful in removing "bottlenecks" and "knots" and unblocking development resources. During the term, the Provincial Party Committee has issued hundreds of important documents, including breakthrough resolutions and projects, promptly meeting the requirements of socio-economic development, strengthening national defense and security, and improving people's lives.

The Executive Committee and the Standing Board of the Provincial Party Committee have paid special attention to innovating leadership methods and working styles in a scientific, decisive, democratic and practical direction. The working regulations, the entire term and annual working programs were built tightly, with clear tasks, responsibilities and implementation roadmaps. The meetings of the Executive Committee and the Standing Board of the Provincial Party Committee were all carefully prepared, expanding democracy, promoting collective intelligence associated with enhancing the role and responsibility of the leader. The innovation in leadership and management goes hand in hand with strengthening decentralization and delegation of authority associated with power control, ensuring unified and effective operation.

In directing socio-economic development, the Executive Committee and the Standing Board of the Provincial Party Committee have shown flexibility and determination, contributing to creating positive changes in many fields. The economic growth rate has been maintained quite well, the economic structure has shifted towards industry - services, the industrialization and modernization process associated with urbanization has taken place strongly. Traffic infrastructure, urban and rural areas have been invested synchronously, creating a new look. The fields of education, health, culture and social security have made important progress; the poverty rate has decreased rapidly; the material and spiritual life of the people has been increasingly improved. National defense and security have been consolidated, social order and safety have been maintained, and people's trust in the Party has been strenthened.

Along with that, the Executive Committee and the Standing Board of the Provincial Party Committee have focused on leading the serious implementation of Resolution 4 of the Central Committee (term XI, XII) and Conclusion 4 of the Central Committee (term XIII) on the Party building and rectification in conjunction with Directive No. 05-CT/TW on studying and following Ho Chi Minh's thought, morality and lifestyle. Political and ideological education and training in revolutionary morality have been carried out regularly, creating positive changes in the awareness and actions of cadres and party members. The role of setting an example and the spirit of "saying goes hand in hand with doing" of the leaders has been promoted, creating a spreading force throughout the entire political system.

The Party's inspection, supervision and discipline work has been focused on, deployed synchronously and more effectively, contributing to maintaining strict discipline of the Party. The work of preventing and combating corruption, wastefullness and negativity has been carried out resolutely and persistently, demonstrating high political determination with the spirit of "no forbidden zones, no exceptions". The Executive Committee and the Standing Board of the Provincial Party Committee have paid attention to building a team of cadres with qualities, capacity, prestige, and equal to the task; promoting administrative reform, applying information technology, boosting digital transformation in the activities of the political system.

With the spirit of self-criticism and receptiveness, the Executive Committee and the Standing Board of the Provincial Party Committee have frankly acknowledged a number of limitations and shortcomings in leadership and direction. On that basis, the Executive Committee and the Standing Board of the Provincial Party Committee for the 2020 - 2025 term have proposed specific solutions to overcome limitations, continue to innovate leadership methods, improve the quality of Party building work, promote the role of the entire political system, and create a foundation for the province to develop faster and more sustainably in the coming period.

Next, the Presidium of the Congress approved the discussion orientation and divided into discussion groups; discussed in groups to supplement and deepen the draft Political Report, especially proposing key and breakthrough solutions in all fields, conducting the development goals for the period 2026 - 2030, with a vision to 2045.

At the morning working session in the hall, Comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, discussed the content of "Focusing on leadership and direction to concretize the goals of building Hung Yen province to develop rapidly and sustainably in the direction of industrialization and modernization, becoming a smart, ecological city directly under the Central Government".

Comrade Truong Van Lanh, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, discussed the content of "Improving the quality and effectiveness of political, ideological and mass mobilization work, contributing to the successful implementation of the Resolution of the Provincial Party Congress for the term 2025 - 2030, together with the whole country entering the era of national development".

Comrade Nguyen Bat Khanh, the Provincial Party Committee’s Member, Vice Chairman of the Provincial Fatherland Front Committee, presented the content of "Working on gathering, building, promoting the strength of great national unity; supervising and providing social feedback, participating in Party and State building in the period of 2025 - 2030".

Comrade Tran Quang Trien, the Provincial Party Committee’s Member, Director of the Department of Construction, presented the content of "The strategy for developing transport infrastructure and urban infrastructure in Hung Yen province until 2030, with a vision to 2045".

Comrade Nguyen Duc Tai, the Provincial Party Committee’s Member, Director of the Department of Finance, presented the content of "Proactively advising on the allocation of budget resources to maximize the potential of coastal resources, linked with the supply chain of the Red River Delta region, developing the marine economy in a sustainable direction".

Comrade Ha Van Tri, the Party Secretary, Chairman of Nam Cuong Commune People's Council, presented the content of "The solutions for sustainable development of blue marine economy, associated with national defense and security protection in the maritime border area".

Comrade Bui Tien Duy, the Provincial Party Committee’s Member, Standing Deputy Head of the Provincial Party Committee's Inspection Commission, presented the content of "Enhancing the role and responsibility of Party committees and inspection committees at all levels in the inspection, supervision and enforcement of Party discipline in the new period".

Comrade Tran Huu Nam, the Provincial Party Committee’s Member, Director of the Department of Justice, presented the content of "The innovation in law-making and enforcement to meet the requirements of building two-tier local governments and developing the country in the new era".

The 1st Congress of Hung Yen Provincial Party Committee, term 2025 - 2030 is an important political event, an important milestone, marking a new chapter for the development of Hung Yen province with an open space, greater potential and advantages. The Congress also expressed the will and aspirations of 3.5 million people in 104 administrative units of communes and wards, over 182,000 party members in 108 party organizations striving to build Hung Yen rich, prosperous, civilized and happy.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress reviewed and evaluated the implementation results of the Resolution of the Provincial Party Congress for the 2020 - 2025 term, set out the goals, directions, tasks, important decisions in 5 years, 10 years and realize the vision to 2045.
