The Congress saw the participation of Members of the Standing Board of the Provincial Party Committee; leaders of the Provincial People's Council, the Provincial People's Committee, and the Provincial National Assembly Delegation; leaders of departments, branches, and sectors of the province; delegates from the Central Inspection Commission and 298 delegates representing 12,778 party members of the entire Party committee.

In his opening speech at the Congress, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee emphasized: The first Party Congress of the Provincial People's Committee is an important political event, marking a new step of development in the process of building Party organizations in state administrative agencies, public service units and state-owned enterprises in the province. The Congress conducted a review and in-depth assessment of the implementation of the Resolution of the Party Congresses at all levels for the 2020-2025 term; clearly identified the directions, goals, key tasks, breakthroughs, breakthrough solutions and proposed major policies for the new term; and contributed ideas to the draft documents submitted to the Provincial Party Congress and the 14th National Party Congress.

In that spirit, the Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee requested the delegates to promote democracy, focus on intelligence, solidarity, responsibility, and contribute ideas to the documents and contents of the Congress.

In the 2020 - 2025 term, the Party Executive Committee, the Standing Committee of the Provincial People’s Committee’s Party Committee and the grassroots Party organizations under the Party have focused on leading, directing, and organizing the implementation of the Resolution of the 13th National Party Congress, the resolutions of Party Congresses at all levels and resolutions of the Party Executive Committee, the Standing Committee of the Provincial People’s Committee’s Party Committee, and achieved a lot of important results.

Notably, the province's economy has developed rapidly and sustainably, in which the growth rate of gross regional domestic product (GRDP) in the period of 2021 - 2025 reached an average of 9.17%. The economic scale and total social investment capital in the period of 2021 - 2025 increased sharply, in which the economic scale in 2025 is estimated to reach at 328,283 billion VND, an increase of 1.73 times compared to 2020. Total social investment capital is estimated to reach at 636,304 billion VND, an increase of 1.67 times compared to 2020. The economy has shifted positively towards increasing the proportion of industry and services, reducing the proportion of agriculture. The province's budget revenue is higher this year than the previous year, in 2025 it is estimated at 59,023 billion VND, far exceeding the set target. GRDP per capita increased sharply, estimated at 101.7 million VND in 2025, 1.68 times higher than that in 2020.

Regarding the investment attraction in the period of 2021 - 2025, the whole province has attracted 559 more projects, bringing the total number of valid projects in the province to 2,478 projects with a total registered capital of 396,000 billion VND and 9,463 million USD. The agricultural and rural sectors have many clear changes, gradually changing the basic socio-economic infrastructure, environmental landscape, forming a new lifestyle and increasing income for people.

Social security work has achieved outstanding results. In particular, the province has issued and effectively implemented policies to care for policy families, people with meritorious services, the elderly, agricultural production households and disadvantaged and vulnerable groups. The fields of culture - society, health, education and training, science and technology, information and communications have changed positively. National defense - security are maintained.

The province focuses on leading, directing resolutely, promptly, synchronously and effectively the arrangement of the political system's apparatus to be streamlined, effective and efficient to ensure progress and set goals.

Along with that, in the past term, the Provincial People's Committee’s Party Committee has focused on Party building in terms of politics, ideology and ethics in conjunction with innovating methods and improving the leadership capacity of Party committees and organizations at all levels. To closely link ideological work with the tasks of socio-economic development, culture, national defense - security, foreign affairs and build a strong political system.

In the 2025 - 2030 term, the Provincial People’s Committee’s Party Committee determines to continue boosting the strength of solidarity, building a clean and strong Party committee; improving discipline, effectiveness and efficiency of management and operation; focusing on synchronous development of infrastructure, science and technology, innovation, digital transformation, promoting international integration, promptly removing bottlenecks in mechanisms and policies, strongly developing the private economy and economic zones according to new models, contributing to creating breakthroughs to bring Hung Yen to develop rapidly and sustainably in the direction of modern industry and agriculture, high-quality services, smart urban areas, prosperous, civilized and happy people's lives.

To strive for an average growth rate of gross regional domestic product by 2030 of 10 - 11%/year; GRDP per capita of 180 million VND/year; GRDP scale of about 600,000 billion VND; the proportion of processing and manufacturing industry accounts for 40.5% of GRDP; the multidimensional poverty rate decreases to 0.5%.

To achieve the set goals and targets, the Provincial People’s Committee’s Party Committee has focused on leading and directing the synchronous and effective implementation of 14 groups of tasks and solutions on socio-economic development; three groups of tasks and solutions on ensuring national defense and security; eleven groups of tasks and solutions on Party building and the political system; one group of tasks and solutions on expanding foreign relations, international cooperation and boosting people-to-people diplomacy to effectively mobilize resources, serving the province's rapid and sustainable socio-economic development in the new period.

In his speech at the Congress, Secretary of the Provincial Party Committee Nguyen Huu Nghia acknowledged, congratulated and commended the achievements that the Provincial People’s Committee’s Party Committee has reaped in the past term. He also affirmed that the province's outstanding achievements are vivid evidence of the sense of responsibility, dynamism, creativity, and determination in the leadership, direction, and administration of the Provincial People's Committee’s Party Committee; at the same time, it is an important foundation to create momentum for the next stage of development.

As a special Party organization, closely associated with the comprehensive management activities of the provincial government, the Provincial Party Secretary requested the Provincial People's Committee’s Party Committee to continue to promote its central and core role in concretizing and effectively implementing the Party's guidelines and resolutions, the State's law and policies and the Resolution of the Provincial Party Congress for the 2020-2025 term. Along with that, the Party committee must truly be exemplary in innovating thinking, improving the quality of direction and administration, ensuring the effectiveness and efficiency of state management, and best serving the people and businesses.

Secretary of the Provincial Party Committee Nguyen Huu Nghia requested the Provincial People's Committee’s Party Committee to focus on advising and organizing the synchronous implementation of key socio-economic development tasks with five strategic pillars: Developing synchronous and modern socio-economic infrastructure; promoting high-tech industry, clean and organic agriculture; building a civilized and modern urban and service system; developing renewable energy, clean energy and exploiting the potential of the marine economy. To boost administrative reform, build digital government, digital society, promote comprehensive digital transformation; encourage innovation, application of science and technology; improve the quality of education, health care, social security and spiritual life of the people.

In the field of Party building and the political system, the Provincial Party Secretary requested the Provincial People's Committee’s Party Committee to continue to improve the leadership capacity and fighting strength of Party organizations in state administrative agencies; strictly perform administrative discipline and order; strengthen inspection and supervision work; resolutely prevent and combat corruption, negativity, degradation of political ideology, ethics, and lifestyle; build a team of professional, courageous, dedicated, and responsible cadres and civil servants.

The Provincial Party Secretary expressed his belief that with the spirit of solidarity, intelligence, and determination to innovate, the Party committee of the Provincial People's Committee in the new term will continue to promote traditions, improve leadership capacity, and excellently complete assigned tasks, contributing to the successful implementation of the comprehensive and sustainable development goals of Hung Yen province in the new period.

At the Congress, delegates discussed and unanimously approved the report summarizing comments on the draft documents of the 14th National Parrty Congress, the draft documents of the Hung Yen Provincial Party Congress for the 2025 - 2030 term.

In his closing speech, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee, on behalf of the Party committee, received the direction of the Provincial Party Secretary; at the same time, he called on cadres, party members, union members, and members of socio-political organizations in the entire Party committee to continue to improve the leadership capacity and fighting strength of the Party committee; promote and uphold the spirit of "solidarity, democracy, discipline, breakthrough, and development", strive to emulate and bring the Resolution into life, create strong changes right from the first days of the term; determine to successfully implement the Resolution of the 1st Party Congress of the Provincial People’s Committee for the 2025-2030 term.
