According to reports presented at the meeting, the global semiconductor industry is expected to continue a strong growth in 2025, reaching approximately $793 billion in revenue, seeing a 21% increase compared to 2024. The market is projected to reach $975 billion in 2026, with the demand for artificial intelligence chips and memory chips as the main drivers of growth.
In Vietnam, businesses and engineers have gradually participated in many stages of the semiconductor value chain; however, the majority is still dominated by foreign companies. Currently, there are over 50 integrated circuit design companies nationwide with approximately 7,000 engineers, mainly concentrated in Ho Chi Minh City, Hanoi, and Da Nang.
In the packaging and testing sector, about 10 large projects are underway with the participation of such corporations as Intel and Amkor. Notably, on January 16, 2026, Viettel Group commenced the construction of Vietnam's first high-tech semiconductor chip manufacturing plant, expected to be operational in 2028, marking a significant step in completing the domestic semiconductor ecosystem.

Regarding investment attraction, by the end of 2025, Vietnam has had 241 FDI projects in the semiconductor sector with a total registered capital of over US$14.2 billion. Ho Chi Minh City leads the country with over US$5.1 billion, followed by Bac Ninh, Dong Nai, and Phu Tho.
The training of semiconductor human resources is also being promoted. Currently, there are 166 higher education institutions nationwide training in related fields, with over 68,000 students, of which approximately 3,800 students are directly studying semiconductor microchips.
At the meeting, leaders of ministries, sectors, and localities discussed and assessed the development of the semiconductor industry over the past period. Delegates unanimously agreed that after more than a year of implementing the Semiconductor Industry Development Strategy, the basic tasks have been carried out on schedule; they also proposed solutions to improve mechanisms and policies, attract investment, develop high-quality human resources, strengthen international cooperation, and enhance Vietnam's participation in the global semiconductor value chain.
In his concluding remarks, Deputy Prime Minister Nguyen Chi Dung requested the Ministry of Science and Technology to continue playing its core role in coordinating and monitoring the implementation of the Steering Committee's tasks; boosting research and development of core technologies and strengthening connections between businesses, research institutes, training institutions, and international partners.
The Deputy Prime Minister also assigned the Ministry of Finance to finalize and effectively implement preferential mechanisms and policies on taxation, finance, and investment. The Ministry of Foreign Affairs is promoting international cooperation and connections with technology corporations; the Ministry of Education and Training is focusing on developing high-quality human resources and perfecting semiconductor training programs. The Ministry of Industry and Trade is researching and perfecting policies to support the development of the electronics and semiconductor industries; localities are proactively preparing infrastructure, improving the investment environment, and accelerating administrative procedure reforms to attract high-tech projects and gradually form semiconductor industrial centers.
The Deputy Prime Minister requested that training institutions and research institutes strengthen cooperation with businesses in training and research, effectively utilize laboratories and research centers, and expand international cooperation to improve the quality of training and research capacity in the semiconductor field.
