During the period 2020-2025, the Provincial Cooperative Alliance effectively played a core role in leading, directing, and organizing the implementation of the Party's guidelines and resolutions, and the State and provincial policies and laws on the development of the collective economy and cooperatives. With a spirit of solidarity, high determination, decisive, flexible, and effective action, the collective economic sector and cooperatives in the province continued to maintain their development momentum, making positive contributions to patriotic emulation movements and the socio-economic development tasks of the locality.

Agricultural cooperatives continue to develop in the direction of innovating production methods, promoting the application of science and technology, and organizing production linked to the market. Many cooperatives have boldly invested in greenhouses, cold storage facilities, automatic irrigation systems, biotechnology, and applied VietGAP processes; focusing on production linkages along the value chain, gradually forming concentrated commodity production areas linked to product consumption. Industrial and handicraft cooperatives, trade and service cooperatives, transportation cooperatives, and people's credit funds have proactively adapted to market mechanisms, gradually improving their management capacity, expanding their scale of operations, contributing to job creation, stabilizing social security, and promoting economic restructuring towards industrialization and modernization.

Comrade Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee, presents the Gold Plaque of the Provincial Party Executive Committee to the Provincial Cooperative Alliance.

Over the past five years, the Provincial Cooperative Alliance has actively fulfilled its role in advising and coordinating with departments, agencies, and organizations to implement the Party's resolutions and directives on the collective economy. Many policies of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have been concretized into practical support mechanisms and policies, contributing to overcoming difficulties and boosting the development of cooperatives. As a member of the Provincial Steering Committee for Innovation and Development of the Collective Economy, the Provincial Cooperative Alliance has coordinated the consolidation of the organizational system from the provincial to the grassroots level, ensuring uniformity in advising, directing, and supporting the development of the collective economy.

Speaking at the Congress, Comrade Nguyen Huu Nghia, Member of the Party Central Committee and Secretary of the Provincial Party Committee, affirmed: The 2025-2030 term is of special importance to Hung Yen province in the new development phase, requiring rapid but sustainable growth, high quality, based on science and technology, innovation, and digital transformation. In the overall development strategy, the collective economy and cooperatives play a crucial role as a pillar, contributing to the reorganization of production, leveraging the internal strengths of the people, and ensuring inclusive development.

Comrade Nguyen Huu Nghia, Member of the Party Central Committee and Secretary of the Provincial Party Committee, speaks at the Congress.

The Provincial Party Secretary requested that Party committees, government agencies, the Fatherland Front, and mass organizations continue to identify the development of the collective economy and cooperatives as a long-term political task; focusing on building a cooperative sector that is genuinely developed, effective, competitive, and increasingly involved in the value chain. Cooperatives must truly become the core linking farmers, business households, small traders, and workers with the market and enterprises. This will enhance product value and sustainable income for members.

The Provincial Party Secretary requested a strong reform of the Provincial Cooperative Alliance's operations, focusing on cooperatives and their members; improving the effectiveness of representing and protecting the legitimate rights and interests of members; strengthening advisory roles in building, perfecting, and effectively implementing mechanisms and policies to support the development of the collective economy; and creating favorable conditions for cooperatives to access resources such as land, capital, science and technology, infrastructure, markets, and investment linkages.

In addition, he urged the restructuring, innovation, and improvement of the operational efficiency of cooperatives; promptly addressing and rectifying models of cooperatives that operate formally or violate organizational and governance principles; enhancing financial capacity, management skills, digital transformation, green transformation, and increasing the resilience and competitiveness of cooperatives in an increasingly harsh market environment.

Speaking at the Congress, Comrade Cao Xuan Thu Van, President of the Vietnam Cooperative Alliance, requested the Provincial Cooperative Alliance and its members to continue innovating their thinking on cooperative development, defining cooperatives as both economic and social organizations that operate autonomously and effectively; shifting strongly from quantitative development to improving quality and efficiency. In the next term, they should resolutely avoid pursuing achievements by establishing new cooperatives at all costs, instead of focusing on consolidating, reorganizing, and merging small-scale cooperatives and those operating at a limited capacity to form large-scale cooperatives and cooperative unions with high competitiveness; while simultaneously reviewing and definitively dissolving cooperatives that have been inactive for a long time.

Comrade Cao Xuan Thu Van, President of the Vietnam Cooperative Alliance, speaks at the Congress.

The President of the Vietnam Cooperative Alliance also requested the Provincial Cooperative Alliance and its members to decisively implement the "dual transformation" of green and digital one, in which cooperatives should be pioneers in applying green, organic, circular, and emission-reducing production processes. The congress emphasized linking digital transformation with modern governance, financial transparency, and product traceability. The Provincial Cooperative Alliance also needs to proactively develop model projects on digital cooperatives and green agricultural cooperatives to replicate, enhance competitiveness, and expand product consumption markets.

The congress elected the Provincial Cooperative Alliance’s Executive Committee for the 2025-2030 term, consisting of 51 members. At its first meeting, the Executive Committee elected a Standing Committee of 17 members and an Inspection Committee of 5 members. Comrade Nguyen Cao Cuong was re-elected as Chairman of the Provincial Cooperative Alliance for the 2025-2030 term. The Congress also elected 13 official delegates and 2 alternate delegates to the National Congress of the Vietnam Cooperative Alliance for the 2025-2030 term.
