The Congress drew the attendance of: Mr. Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Ms. Bui Thi Thom, Vice President of the Central Committee of the Vietnam Farmers' Association. In the attendance were Members of the Provincial Party Committee’s Standing Board: Ms. Ngo Thi Kim Hoan, Standing Vice Chairwoman of the Vietnam Fatherland Front Committee of Hung Yen province; Mr. Pham Dong Thuy, Director of the Department of Education and Training; Ms. Tran Thi Thanh Thuy, Secretary of the Party Committee and Chairwoman of the People's Council of My Hao ward; leaders of the Provincial People's Council, the Provincial People's Committee, the Provincial National Assembly Delegation, the Provincial Fatherland Front Committee, along with 300 delegates representing over 494,000 cadres, members, and farmers throughout the province.

With the motto "Unity - Democracy - Innovation - Cooperation - Development," the Congress assessed the results of the Association's work and the farmers' movement in the past period; and determined the direction, goals, and tasks for the 2025-2030 term.

During the period of 2023-2025, the farmers' associations at all levels in the province closely followed the leadership and guidance of the Vietnam Farmers' Association Central Committee, the Provincial Party Committee, and the Provincial People's Committee, promoting a proactive and creative spirit, gaining important achievements. Emphasis was placed on building strong association organizations, with 104 commune-level farmers' associations, 2,498 branches, and 494,350 members. In particular, the Association has pioneered the development of collective economic models. To date, the province has 116 agricultural cooperatives and 221 cooperative groups in the agricultural sector, with 2,469 members and farmers participating in cooperatives and groups; more than 442,700 farmer households have registered to build culturally exemplary families, accounting for 91.4% of the total number of farmers' association members in the province.

The movement "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty" continues to be promoted, becoming an important driving force to awaken the legitimate aspiration for wealth creation among cadres and members. To date, 204,570 members have achieved the title of excellent production and business at the commune level, 6,693 members have achieved the title at the provincial level, and 587 farmer members have achieved the title at the central level. The Association has also actively participated in implementing social welfare programs. Annually, over 310,000 people participate in health insurance, and nearly 4,000 people participate in voluntary social insurance, contributing to ensuring social security in rural areas.

The capital from the farmer support fund at all levels continues to be effective, with a total outstanding loan balance of over 152 billion VND for 2,425 households with 399 projects. The Standing Committee of the Provincial Farmers' Association, in coordination with the Social Policy Bank and the Agricultural and Rural Development Bank, facilitated loans totaling nearly 9,500 billion VND for 90,163 households to develop production and business. Annually, the Provincial Farmers' Association supplies over 3,400 tons of various fertilizers, worthy over 51 billion VND, on a deferred payment basis to members and farmers for production development.

The various levels of the association organized nearly 3,000 training courses on scientific and technical transfer for 215,695 members; 72 vocational training classes for over 2,100 members and rural laborers; 294 legal counseling and assistance sessions for 14,103 cadres and farmer members; and strengthened and maintained the operation of 114 "Farmers and the Law" clubs.

The Standing Committee of the Provincial Farmers' Association, in coordination with banks and businesses, organized the donation of funds to support the construction of 5 charitable houses for members' families in difficult circumstances. In the two years 2024-2025, the Standing Committee of the Provincial Farmers' Association, in coordination with the Provincial Military Command, launched a campaign to plant over 13,200 trees of various types.

Based on an assessment of the achievements and a clear identification of difficulties and challenges, especially the requirement for rapid and sustainable development on the foundation of science and technology, innovation, and digital transformation, the Congress focused on discussing and agreeing on 12 key targets for the 2025-2030 term. Among these are such ambitious targets as: recruiting 30,000 or more new members; having 97% or more of the association's branches successfully or excellently complete their tasks; every year, 60% or more of farmer households register to strive for excellence, and 50% or more of registered households achieve the title of excellent producers and business operators at all levels; support the establishment of 50 new cooperatives in the agricultural sector; increase the farmer support fund by an average of 10% or more per year; 100% of association branches have models for environmental protection and adaptation to climate change; support the establishment of 40-50 cooperatives...

In his directive speech at the Congress, Comrade Nguyen Huu Nghia, Secretary of the Provincial Party Committee, acknowledged and praised the important achievements and results that the farmers' associations at all levels and their members and farmers throughout the province have gained in the past period. He affirmed that the achievements of the association's work and the farmers' movement have made an important contribution to the fulfillment of the province's political goals and tasks. He emphasized that, in the context of Hung Yen province pursuing the goal of becoming a centrally-run city, the role of the peasant class must be placed as the subject and center of the process of agricultural and rural economic development. To fulfill the important responsibilities in the 2025-2030 term, the farmers' associations at all levels in the province need to closely follow and seriously and effectively implement the policies and guidelines of the Party and the State; under the leadership and guidance of the Central Committee of the Vietnam Farmers' Association and the Provincial Party Committee on the development of agriculture, farmers, and rural areas, the focus is on developing agriculture and rural areas in conjunction with the urbanization process. The province continues to innovate the content and methods of operation, improve the capacity and quality of cadres and farmer members; diversify forms of gathering farmers into the Association, improve the quality and effectiveness of all aspects of activities, and focus on the grassroots level. It promotes the development of the agricultural and rural economy towards modernization; based on provincial plans, it develops plans for large-scale concentrated agricultural production areas and high-tech agricultural production areas; and plans for raw material areas and the production of clean agricultural products with high economic value. It effectively promotes emulation movements, especially the movement "Farmers competing in production and business, uniting to help each other get rich and sustainably reduce poverty," creating a strong ripple effect throughout the province. To actively participate and take the lead in applying science and technology and digital transformation in agriculture and the activities of the Association. To effectively perform the function of monitoring and providing feedback on the implementation of the Party's guidelines and policies, and the State's laws on agriculture, farmers, and rural areas.

The Congress announced the Decisions on personnel appointments by the Standing Committee of the Central Committee of the Vietnam Farmers' Association. Accordingly, the Executive Committee of the Hung Yen Provincial Farmers' Association, term I, period 2025-2030, consists of 45 members; the Standing Committee of the Provincial Farmers' Association consists of 13 members; and the Inspection Committee of the Provincial Farmers' Association consists of 7 members. Mr. Nguyen Minh Hong was appointed to the position of Chairman of the Hung Yen Provincial Farmers' Association, term I, period 2025-2030. The Congress also announced the Decision to appoint 20 official delegates and 3 alternate delegates to attend the 9th National Congress of the Vietnam Farmers' Association, term 2026 - 2031.
