The emulation launched to accelerate and make breakthrough to complete the socio-economic development goals and tasks in 2025

The launching ceremony drew the attendance of comrades: Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council; Members of the Standing Board of the Provincial Party Committee, leaders of the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee; leaders of departments, branches, sectors, and organizations; representatives of the armed forces, enterprises, cadres, party members, union members, and association members. The ceremony was connected online from the bridge point of the Provincial Convention Center to 104 commune and ward bridge points in the province.

At the ceremony, Comrade Ha Tien Thang, the Provincial Party Committee’s Member, Deputy Director of the Department of Home Affairs, disseminated and deployed Plan No. 91/KH-UBND dated October 21, 2025 of the Provincial People's Committee on launching the emulation campaign to celebrate the success of the 1st Hung Yen Provincial Party Congress, term 2025 - 2030, towards welcoming the 14th National Party Congress; accelerate and make a breakthrough in completing the goals and tasks of socio-economic development in 2025. According to the plan, the emulation campaign will be deployed from October 21, 2025 to December 31, 2025.

The emulation campaign aims to promote the tradition of patriotism, national pride, the combined strength of the entire political system, create a vibrant and widespread emulation atmosphere in all areas of social life, compete to reap achievements to welcome the success of the 1st Provincial Party Congress, and to welcome the 14th National Party Congress. To compete to successfully complete the socio-economic development goals and tasks of the province according to the Resolution of the 13th National Party Congress, the Resolution of the Provincial Party Congress; the working plans and programs of the Provincial Party Committee, the Provincial People's Committee, agencies, units and localities. To commend and reward collectives and individuals with outstanding achievements in implementing the emulation campaign; promptly detect, foster, and replicate advanced models, good people, good deeds, new models, and effective ways of doing things to create a spread throughout the province.

In his speech launching the emulation campaign, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council emphasized: The emulation campaign is identified as the sprint stage, the time to accelerate, make break through, and reach the finish line, demonstrating the high will and determination of the entire political system, the business community, and the people in the province.

In order for the emulation campaign to attain substantial results, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council requested the whole province to focus on carrying out well 6 key groups of tasks, including focusing on removing difficulties and obstacles in site clearance, speeding up the progress of key projects and works; boosting disbursement of public investment capital, mobilizing all resources for development, striving for the GRDP growth of 10.5% in 2025, creating a solid foundation in the following years.

At the same time, focus on building and consolidating the two-tier local government apparatus, arranging a stable staff for each working position, ensuring the effective, smooth and synchronous operations of administrative apparatus; focus on improving the efficiency of the Administrative Service Centers at all levels as well as strongly innovating, building a serving government, taking the satisfaction of people and businesses as a measure; accelerate the implementation of science, technology and innovation tasks, considering this a key driving force for rapid, sustainable growth, with clear products and results; encourage agencies, units and localities to have good and creative ways of doing things, applying information technology in administrative activities. To comprehensively develop culture, education, health, improve people's lives; ensure social security, maintain national defense - security, social order and safety, including ensuring a secure and safe environment and effectively implementing the work of selecting and calling citizens to join the army in 2026. To innovate and improve the effectiveness of the patriotic emulation movement; discover, foster and replicate advanced examples, good people, good deeds, good models, effective methods, creating a wide spread in the community.

He suggested that the Department of Home Affairs institutionalize the Plans of the Provincial People's Committee by guiding and directing departments, branches, localities and emulation units to achieve specific results and products as a basis for honoring and rewarding collectives and individuals with outstanding achievements in the emulation period.

On behalf of the provincial leaders and the Provincial Emulation and Reward Council, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council called on all levels, branches, localities, agencies, units, enterprises and all cadres, party members, and people of Hung Yen inside and outside the province to promote the tradition of solidarity, diligence, and creativity; promote the spirit of "Emulation is patriotic - patriots must emulate", strive to emulate, turn determination into concrete actions with the motto "High determination - Strong action - Substantive effectiveness", contributing to the successful implementation of socio-economic development goals, building a rich, civilized, and prosperous Hung Yen province.

Speaking in response and determination to carry out the emulation movement, Comrade Dang Thi Chien, Vice Chairwoman of the Provincial Fatherland Front Committee and Comrade Tran Minh Hai, the Provincial Party Committee’s Member, Director of Construction Investment Project Management Board No. 1 affirmed that they will proactively coordinate with departments, branches and localities to continue to innovate and improve the quality of patriotic emulation movements; closely follow the political tasks of the province and the unit, proactively develop plans, in accordance with assigned functions and tasks, determined to effectively organize and conduct emulation movements, ensuring that the emulation movement truly spreads widely in the community, to each household and each person; strengthen the great national unity bloc, promote democracy, care for people's lives, unleash potentials and resources, create breakthrough motivation to successfully complete the set goals; continue to innovate and improve the quality of propaganda and mobilization work of the Front system and mass organizations; promote the role of grassroots cadres and prestigious people in the community to contribute to socio-economic development, maintain national defense and security, and consolidate the political system right from the grassroots; promote the role of the Fatherland Front and mass organizations in participating in the Party and government building; improve the quality of supervision, social criticism, consulting and coordinating to promptly resolve urgent and outstanding issues right from the grassroots; strengthen people's trust, affirm the "bridge" role of the Fatherland Front in the political system; focus on discovering, nurturing, honoring and replicating advanced models, good people, good deeds, creating a vibrant, practical and effective emulation atmosphere throughout the province as well as contributing to strongly spreading the spirit of patriotic emulation among cadres, civil servants, public employees, workers, laborers and people of all walks of life in the province.
