At the meeting, delegates listened to reports on the implementation status and results of site clearance of 12 key projects of the province, including: 3 traffic projects, 1 industrial park (IP) project, 7 industrial cluster projects, 1 investment project to build a housing area for low-income people in Yen My II Industrial Park.

After the meeting on February 21, 2025, the Steering Committee resolutely directed and urged departments, branches and localities to carry out tasks to speed up project progress. Up to now, a number of key projects have changed positively. In particular, for the Ring Road No. 4 - Hanoi Capital Region investment project, Van Giang and Yen My districts have cleared part of the residential land; the Tan Phuc - Vong Phan road project (intersecting with the provincial road No. 378) has completed the relocation of graves and is completing the resettlement area; Dong Than Industrial Park has basically completed the site clearance and has been leased land by the Provincial People's Committee for the first time; the investment project to build a housing area for low-income people in Yen My II Industrial Park has cleared 21 hectares, reaching about 68% of the area...

At the meeting, delegates discussed and proposed solutions to remove difficulties and obstacles in the site clearance work of key projects of the province; resettlement arrangements, grave relocation; investment procedures, project implementation; propaganda work, mobilizing people to agree with the project implementation; construction quality management...

Speaking at the meeting, Chairman of the Provincial People's Committee Tran Quoc Van requested departments, branches and localities to focus on and proactively carry out solutions for site clearance of key projects of the province, ensuring compliance with regulations. Regarding the difficulties and obstacles in the project process reported by localities, the Provincial People's Committee has organized a meeting and proposed solutions to remove them. The Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to coordinate with localities to focus on removing difficulties and obstacles arising in the fastest time. For key traffic projects, investors will closely coordinate with departments, branches and localities to speed up the implementation progress according to the set plan.

Concluding the meeting, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized that the key projects of the province under construction are the projects of great significance in promoting the socio-economic development of the province. However, the progress of some projects is still slow compared to the requirements. Therefore, in the coming time, all levels, branches and localities resolutely take action, synchronously conduct solutions to speed up the progress, strive to soon complete the site clearance of key projects of the province, especially the 3 key traffic projects. In particular, strengthen propaganda, mobilization, and raise people's awareness of the importance of the project and legal regulations in project implementation. Departments, branches, and localities proactively coordinate to implement solutions to remove difficulties in the process of performing land acquisition and clearance of projects; periodically report on implementation progress; develop specific action plans; research and advise the Provincial People's Committee to propose solutions to support land acquisition and clearance work in accordance with the actual situation of the province.

Comrade Secretary of the Provincial Party Committee Nguyen Huu Nghia assigned specific tasks to departments, branches, and localities in implementing key projects of the province. In particular, for the investment project to build the Ring Road No. 4 - Hanoi Capital Region, localities urgently carry out resettlement arrangements for people; focus on conducting land acquisition and clearance of enterprises; speed up the progress of relocating the 500kV power grid infrastructure out of the project scope...

For the Tan Phuc - Vong Phan Road Project (intersecting with the provincial road No. 378), localities urgently reclaim the residential land area and arrange resettlement for people in May 2025. The Provincial People's Committee directs departments and branches to focus on removing difficulties and obstacles arising during the project process; directs construction units to concentrate human resources and machinery to speed up the construction progress of locations with available land. The Department of Agriculture and Environment urgently submits to the Provincial People's Committee for approval of the land use planning of the remaining localities, to be completed before June 30, 2025. To strive to basically complete the project before September 30, 2025.

For the project to build a road connecting cultural heritage tourism and economic development along the Red River, Kim Dong district and Hung Yen city soon arrange resettlement for people in the project area. The Department of Agriculture and Environment urgently submits to the Provincial People's Committee for approval of the land use planning of the localities that are still lacking. The Management Board of Traffic Construction Investment Projects soon transfers money to the localities to pay compensation for land acquisition and clearance for people...

For the Tho Hoang Industrial Park Project, the Provincial Party Secretary requested the Provincial Industrial Park Management Board to urgently complete the 1/2000 zoning plan, striving to complete it before June 30, 2025; coordinate with infrastructure investors to speed up the progress of land acquisition and clearance.

For industrial cluster project, continue to propagate and mobilize people to agree to implement land acquisition and clearance, especially the relocation of graves.

Regarding the investment project to build a housing area for low-income people in Yen My II Industrial Park, Yen My district urgently coordinates with the investor to reclaim the remaining land area, striving to start the project before May 10, 2025. The Provincial Party Secretary noted that the direction of key projects is a criterion to evaluate the level of task completion of agencies, units, and leaders; localities focus on strictly managing land and construction order to serve the site clearance work for investment projects.
