The Decision to promulgate the Regulation on coordination in management of foreign workers working in Hung Yen province

On 07/11/2023, the Provincial People's Committee issued the Decision No. 16/2023/QD-UBND promulgating the Regulation on coordination in management of foreign workers working in Hung Yen province.

Accordingly, the Regulation regulates the principle, content, form, and responsibilities of coordination between state management agencies in the management of foreign workers working in Hung Yen province. The regulation applies to the state management agencies involved in the management of foreign workers working in the province and the businesses, organizations and individuals using foreign workers.

The regulation stipulates the principles of coordination as follows: Ensuring uniform management of foreign workers working in the province, while creating favorable conditions for businesses, organizations and individuals to employ foreign workers and foreigners working in Hung Yen province; ensuring the compliance with legal regulations and the functions, tasks, and powers of each agency and organization as prescribed by law; regularly exchanging information between state management agencies on the management of foreign workers working in the area to promptly resolve arising difficulties and problems, contributing to stabilizing security and order in the local area.

Regarding the coordination content: Propagate and guide businesses, organizations and individuals using foreign workers on legal regulations related to foreigners working in Hung Yen province; provide and exchange information about the situation of foreign workers working in businesses, organizations and individuals in Hung Yen province; inspect and examine the implementation of legal regulations on the recruitment, use and management of foreign workers working in the province; handle according to authority violations of businesses, organizations and individuals employing foreign workers working in the province.

Regarding the form of coordination: Exchange opinions, provide information in writing at the request of the presiding agency and coordinating agency; organize interdisciplinary inspection and examination; held meetings of interdisciplinary leaders and advisory units when there are unexpected matters or at the request of superior agencies.

The Regulation specifically stipulates the responsibilities of departments and branches in coordinating in the management of foreign workers working in the province in Chapter II of the Regulation.

The Decision takes effect from November 15, 2023.
