The Decision on promulgating the Regulation on management of funds for supporting industry development and specific expenditure levels for supporting industry development activities in Hung Yen province
On 26/11/2024, the Provincial People's Committee issued Decision No. 40/2024/QD-UBND promulgating the Regulation on management of funds for supporting industry development and specific expenditure levels for supporting industry development activities in Hung Yen province
Accordingly, the scope of regulation and subjects of application are as follows: The Regulation stipulates the establishment, management and use of funds for supporting industry development programs and specific expenditure levels for supporting industry development activities in Hung Yen province. This Regulation applies to the agency managing the supporting industry development program in Hung Yen province, the units in charge of implementing the project and organizations and individuals participating in implementing supporting industry development activities. The unit in charge is the state management agency for industrial development of the province; the organizations assigned to carry out projects under the program.
The funding for implementation of the local program comes from the following sources: Provincial budget management; funding and contributions from domestic and foreign organizations and individuals; other legal capital sources according to the provisions of law.
On the principle of using funds: The funding for implementation of the provincial supporting industry development program is managed and carried out by the Provincial People's Committee in accordance with the strategy and orientation for development of the province's supporting industry. The organizations and individuals using funding for supporting industry development must use it for the right purpose, in accordance with the regime, and be subject to inspection and control by competent authorities; and make settlements of funds used according to current regulations.
Regarding the development of the supporting industry development project: The units in charge of development of the project include the contents specified in Clause 1 and Clause 2, Article 10 of Decision No. 10/2017/QD-TTg dated April 3, 2017 of the Prime Minister on promulgating the Regulation on management and implementation of the supporting industry development program.
The conditions for receiving financial support: The organizations and individuals receiving financial support for the development of supporting industries must meet the following conditions: The content and tasks of the supporting industry development project must be consistent with the contents specified in Clause 2, Article 10 of Decision No. 10/2017/QD-TTg. The tasks and projects are approved by competent authorities. The beneficiary unit has invested capital or committed to investing enough funds to conduct the project approved by the competent authority (after deducting the amount of funds supported by the state budget). The commitment of the unit implementing the supporting industry project that has not been supported by any state funding source for the same content and appraisal by the project approval agency. Within 02 years up to the time of submitting the dossier, it is not in one of the following cases: the one has presided over a supporting industry development project with the acceptance result at the level of "Fail"; the one has used funding for the supporting industry development project not in accordance with current regulations.
The expenditure content and specific expenditure levels for supporting industry development activities in the province are stipulated in Chapter II, including: Connecting and assisting supporting industry enterprises to become product suppliers for domestic and foreign customers; promoting foreign investment attraction in the supporting industry sector (Article 6); 100% support level applies to supporting enterprises in applying management systems to meet the requirements of global production chains in business administration and production management (Article 7); 70% support level applies to supporting training to improve the quality of human resources to meet the requirements of supporting industrial product manufacturing industries (Article 8); supporting research and development, application, transfer and innovation of technology in the trial production of components, spare parts, raw materials and materials (Article 9); 100% support level applies to the annual development and publication of information on supporting industries (Article 10); expenses for managing supporting industry programs and projects (Article 11); general expenses (Article 12); the work of preparing, allocating, accounting, implementing estimates and finalizing (Article 13).
The Decision takes effect from December 15, 2024.
