To implement Plan No. 628/KH-BCA-BNN&MT dated October 17, 2025, between the Ministry of Agriculture and Environment and the Ministry of Public Security on coordinating the organization of propagandizing, combating, and handling to prevent violations of laws related to the protection of wild animals and Vietnam's aquatic resources, the agencies and units of the two ministries have achieved outstanding results.
Propaganda work at agencies, units, and localities has been strengthened with diverse forms. Localities have produced 170 documentaries; published 1,455 news articles on newspapers, radio, and electronic information websites; organized 6,062 propaganda campaigns with nearly 300,000 participants; and distributed more than 79,000 leaflets and propaganda materials. The authorities organized the signing of commitments not to trap, trade, or sell wild animals and not to use prohibited fishing gear for 4,782 establishments, households, and individuals.
Inspection and handling of violations were also strengthened. At the central level, functional forces detected 49 violations, including 2 cases with criminal implications. Forest and fisheries forces coordinated in patrols more than 2,100 times, detecting 105 violations and imposing administrative fines on many cases totaling over 3.5 billion VND.
Local police forces detected 919 cases with signs of violations; imposed administrative fines on 397 individuals totaling over 2.85 billion VND; and initiated criminal proceedings in 27 cases involving 28 defendants. Forest rangers and other functional agencies also organized 4,673 patrols and raids, detecting 760 violations. Authorities seized tens of thousands of wild animals along with numerous vehicles involved in violations.
Building on these achievements, in the coming period, agencies, units, and localities will continue to promote awareness campaigns, diversify methods of disseminating legal information, aiming to change people's behavior in exploiting, using, and protecting natural resources; simultaneously, they will enhance information exchange and close coordination between the police, forest rangers, fisheries authorities, and other functional agencies in inspecting, patrolling, and combating illegal hunting, trading, and transporting of wild animals; and promote the role and responsibility of the heads of agencies, units, and localities in directing and organizing the implementation of tasks related to environmental protection, biodiversity conservation, and aquatic resources, contributing to improving the effectiveness and efficiency of state management and achieving sustainable development goals.
At the conference, the Ministry of Agriculture and Environment and the Ministry of Public Security announced and signed several important cooperation documents, including: a cooperation plan between the Department of Environment and Department C05 in inspection in compliance with environmental protection laws; and a cooperation plan between Department C05, the Department of Forestry and Forest Protection, and the Vietnam Buddhist Association on disseminating information and guiding monks, nuns, and Buddhists to practice proper animal release, contributing to biodiversity protection in the period of 2026-2028.
