On the afternoon of April 23, the Provincial People's Committee held a conference, combining in-person and online participation down to the commune level, to review traffic safety and order work in the first quarter of 2026 and implement tasks and solutions to reduce traffic accidents in the province. Mr. Lai Van Hoan, the Provincial Party Committee’s Member and Vice Chairman of the Provincial People's Committee, chaired the conference.

It saw the participation of leaders of departments, agencies, and members of the Provincial Traffic Safety Committee; and leaders of the People's Committees of communes and wards.

According to the report, in the first quarter of 2026, traffic safety and order work was focused on and implemented decisively by all levels and sectors from the beginning of the year, especially during peak periods such as the New Year, Lunar New Year, and spring festivals. As a result, traffic accidents decreased in all three criteria compared to the same period in 2025, with no particularly serious accidents occurring. The province recorded 134 traffic accidents, resulting in 79 deaths and 91 injuries; seeing a decrease of 11 accidents and 11 deaths, but an increase of 11 injuries compared to the same period. Accidents mainly occurred on roads with 133 incidents; there were no railway accidents; and one waterway accident occurred with no casualties.

Patrol and control activities were intensified. Functional forces inspected over 424,000 vehicles; issued over 14,000 violation reports, imposed fines exceeding 54 billion VND; revoked 521 driver's licenses, professional certificates, and temporarily seized 4,766 vehicles. The main violations involved alcohol levels, speeding, not wearing helmets, and violations by students.

Alongside this, the dissemination of traffic safety laws and regulations has been intensified through various forms, focusing on high-risk groups such as teenagers, students, and commercial transport drivers. The management of transportation, vehicles, training, testing, and licensing continues to be strictly conducted.

However, the situation regarding traffic safety violations remains complex; the awareness of law compliance among some road users, especially teenagers, is still limited; encroachment and re-encroachment on traffic safety corridors and sidewalks still occur; and the effectiveness of public awareness campaigns has not yet yielded significant results.

At the conference, the Provincial Police leadership disseminated Official Letter No. 1314/UBND-NC dated March 17, 2026, of the Provincial People's Committee on strengthening traffic safety and order, curbing and reducing traffic accidents. Delegates focused on discussing and analyzing the causes, clarifying existing shortcomings and limitations; and proposing solutions to achieve the goal of reducing traffic accidents across all three criteria in the second quarter and the whole year of 2026.

In his concluding remarks, Vice Chairman of the Provincial People's Committee Lai Van Hoan emphasized the goal of reducing at least 5% across all three criteria: the number of accidents, the number of deaths, and the number of injuries caused by traffic accidents. To achieve this goal, all levels, sectors, and localities need to identify ensuring traffic safety as a key and ongoing political task; develop specific plans, and link the responsibility of the head of each agency to the results of implementation.

Comrade Lai Van Hoan, Vice Chairman of the Provincial People's Committee, delivers a directive speech at the conference.

He requested a tightening of discipline and improved effectiveness in law enforcement; the police force should continue to maintain patrols, inspections, and handle violations in the spirit of "no forbidden zones, no exceptions." Initially, focus should be placed on ensuring traffic safety and order, curbing accidents and traffic congestion during the Hung Kings' Commemoration Day and the April 30th - May 1st holiday in 2026; strictly handling violations, especially drunk driving and allowing unqualified drivers to operate vehicles. To strictly enforce the regulation prohibiting interference in the process of handling violations; officials and civil servants who violate regulations must be notified to their respective agencies for disciplinary action.

In addition, all levels, sectors, and localities should continue to promote the dissemination and education of traffic safety laws; innovate the content and form of communication, especially in the digital environment; strengthen management and education of youth and students; sign commitments to comply with legal regulations between schools, families, and students.

The Department of Construction, in coordination with localities, will strengthen efforts to clear and prevent re-encroachment on traffic safety corridors; review and address traffic accident hotspots and potential accident locations; and urge investors and contractors to ensure safety during the construction of traffic projects. The Economic zone and industrial park management boards will strengthen propaganda and raise awareness of traffic safety laws among workers and employees.

The Chairpersons of the People's Committees of communes and wards are fully responsible for the traffic safety situation in their areas; in case traffic accidents increase, they must conduct reviews and propose timely and effective solutions.
