The Conference to announce the Audit Decision in Hung Yen Province

On the side of the State Audit the conference drew the attendance of comrade Bui Quoc Dung, Deputy Auditor General; leaders and members of the State Audit delegation of Region XI. On the side of Hung Yen province the conference saw the participation of comrades: Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Dang Thanh Giang, Member of the Provincial Party Committee’s Standing Board, Vice Chairman of the Provincial People's Council; Nguyen Quang Hung, Member of the Provincial Party Committee’s Standing Board, Standing Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches and units.

At the conference, representatives of the State Audit delegation of Region XI announced the decision and audit plan for the two projects of the Thai Binh coastal road and the road project from Thai Binh city to Nghin bridge under the form of public-private partnership (PPP). Accordingly, the audit contents include: Investment capital sources, investment costs of projects; compliance with the law, investment and construction management regime, finance, accounting and other relevant legal policies.

The scope of the audit is the investment project to build the Thai Binh coastal road from October 1, 2023 to July 31, 2025 and related periods before and after; the investment project to build the road from Thai Binh city to Nghin bridge under the form of public-private partnership from January 1, 2021 to July 31, 2025 and related periods before and after.

The audited units include: Hung Yen Province Construction Investment Project Management Board No. 2; Thai Binh Coastal Road PPP Investment Company Limited; Hung Yen Province Land Fund Development Center No. 2, Branch Area 6; Hung Yen Province Land Fund Development Center No. 2, Branch Area 7; Thai Binh Nghin Bridge Investment Joint Stock Company.

Speaking at the conference, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that the two projects of the Thai Binh coastal road and the road project from Thai Binh city to Cau Nghin under the form of public-private partnership are both key transport projects, helping the locality expand development space and promote socio-economic development. Although the project implementation encountered difficulties, with the attention and direction of the Central Government and the drastic participation of the locality, difficulties and obstacles have been gradually resolved to carry out the projects.

Chairman of the Provincial People's Committee Nguyen Khac Than hopes that through the audit activities, the province will gain more experience, improve the effectiveness and efficiency of state management in various fields, especially in the field of management and use of public finance and public assets of units and projects. Thereby, continuing to remove difficulties and obstacles, unblocking resources, and speeding up the disbursement of public investment capital in the current period.

Relevant departments, branches, sectors and units are requested to fully understand the meaning and importance of auditing, strictly comply with the decisions of the State Audit, arrange professional staff to work with the Audit team; provide full records and documents to serve the Audit team; arrange working time with the Audit team; explain related issues as requested by the Audit team.

On behalf of the State Audit, Mr. Bui Quoc Dung, Deputy Auditor General, requested the province to direct relevant departments, branches, sectors and units to be audited to arrange appropriate and consistent staff; closely follow the content of the audit decision to provide timely and accurate information and documents; at the same time, requested each member of the Audit team to closely follow the objectives and content of the approved audit plan to conduct the audit; strictly implement the provisions of the State Audit Law, work impartially and objectively, and not harass or cause trouble for the departments, branches, sectors and units being audited.
