Comrade Le Quang Hoa, Member of the Standing Board of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, along with representatives from provincial departments and agencies, attend the conference at the provincial bridge point.
According to the report at the conference, in 2025, with the motto "Discipline, responsibility, proactive and timely action, streamline and efficiency, accelerated breakthrough," the entire Agriculture and Environment sector has achieved a lot of important results. The value added of the agriculture, forestry, and fisheries sector is estimated to increase by 3.7 - 3.92%, basically attaining the set target. Total export turnover of agriculture, forestry, and fisheries is estimated at US$70.09 billion, seeing an increase of 12%, the highest level ever, far exceeding the target of US$65 billion; the trade surplus reached approximately US$20.7 billion, seeing an increase of 16.8%.
Agricultural, forestry, and fisheries production continues to develop stably, meeting domestic consumption and export needs, ensuring food security. Of the total export turnover, agricultural products reached US$37.25 billion, forestry products at US$18.5 billion, and fisheries at US$11.32 billion. The programs for new-style rural areas construction, poverty reduction, and ensuring social security are carried out synchronously.
The management and use of land and water resources are increasingly effective; the protection of water and air environments and the treatment of solid household waste are being promoted. Disaster forecasting and warning, and dike management have been gradually improved. Foreign relations and international integration have shifted strongly from "expanding relations" to proactively designing cooperation frameworks, linked to strategic goals on food security, water security, green transformation, emission reduction, and circular economy development.
Looking ahead to 2026 and the 2026-2030 period, the Ministry of Agriculture and Environment has identified the need to continue strengthening resource management, environmental protection, and improving the capacity to adapt to climate change; and effectively utilizing resources for sustainable agricultural development. The focus will be placed on streamlining the organizational structure; perfecting institutions and policies to support growth and promote exports; investing in agricultural and rural infrastructure development; and effectively managing and exploiting land and water resources.
In his directive speech, Prime Minister Pham Minh Chinh acknowledged and commended the outstanding efforts and results of the sector, making important contributions to the overall achievements of the country.
To effectively achieve the goals set for 2026, the Prime Minister requested the Ministry of Agriculture and Environment to continue improving institutions, building mechanisms, policies, strategies, and plans; transforming institutions from "bottlenecks" into competitive advantages; shifting strongly from a management mindset to a proactive, service-oriented approach, reducing compliance costs for citizens and businesses.
To promote the application and transfer of science and technology, innovation, and digital transformation throughout the sector; build smart farmers; develop digital commerce and modern logistics; build a synchronized and interconnected database system on agriculture, land, and resources to effectively serve the guidance and management work.
To develop strategic infrastructure for agriculture, farmers, and rural areas; build a fast-growing, sustainable, ecological, organic, and circular agricultural sector; promote planning and development of concentrated raw material areas; restructure the agricultural sector along three product axes (nation, province, and locality) as well as strengthening linkages among the "five stakeholders".
The sector needs to focus on developing the fisheries sector into a key industry linked to the marine economy; resolutely combating IUU fishing to both lift the EC's "yellow card" and develop sustainable and responsible fisheries; shifting strongly from exploitation to aquaculture. To effectively implement the Sustainable Development Project for 1 million hectares of high-quality, low-emission rice in the Mekong Delta; continue to upgrade and expand the market for the OCOP program; simultaneously promote domestic market development, expand international markets, and build Vietnamese agricultural product brands; diversify markets, products, and supply chains. To transform the mindset regarding resource and environmental management from "maximum exploitation" to "managing natural capital" and from "management" to "governance and regeneration".
In addition, continue to promote decentralization and delegation of power coupled with administrative procedure reform; research mechanisms and policies to encourage the development of large enterprises in agriculture; build a streamlined, efficient, and effective apparatus; and build a team of agricultural and environmental officials with strong courage, innovative thinking, practical understanding, discipline, integrity, dedication, responsibility, and acting for the people.
