The Conference of the Standing Committee and the Executive Committee of the Provincial People's Committee’s Party Committee
On the morning of September 8, the Standing Committee and the Executive Committee of the Provincial People's Committee’s Party Committee held a conference to listen to and give opinions on a number of important contents. Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee chaired the conference.

At the conference, delegates discussed and gave opinions on a number of reports and submissions related to the socio-economic development of the province such as: the draft Regulation on a number of preferential policies, investment support in the fields of digital transformation, network security, semiconductors, electronic components, construction of laboratories, innovation centers for the period 2025 - 2030; the additional funding for administrative unit arrangement in 2025; the funding for implementing Decision No. 628/QD-UBND and the Program for Science, Technology Development, Innovation and Digital Transformation for the 2025-2030 period.
The conference also considered the proposals on the establishment of the Management Board of Industrial Parks and the pilot establishment of the Management Board of Hung Yen Provincial Economic Zone; the draft Decision on decentralization of authority to grant, re-grant, extend and revoke working permits for foreign workers; the draft Project on implementing periodic health check-ups once a year for people in Hung Yen province; the regulations on revenues and services supporting educational activities in public institutions for the 2025-2026 school year; summarizing the results of advising the Provincial People's Committee on determining the form of selecting contractors to carry out bidding packages under the investment project to build the road from Thai Binh ward to Hung Ha commune connecting with Pho Hien ward.
Based on the delegates' suggestions and conclusions, the Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee emphasized that the discussed contents are of great significance, directly affecting the socio-economic development of the province and the people's lives, and of interest to cadres, party members and people.

The Standing Committee of the Provincial People's Committee’s Party Committee basically agreed with the policy on supplementing funding for the implementation of administrative unit arrangement in 2025; the funding for implementing Decision No. 628/QD-UBND and the Program for development of science, technology, innovation, digital transformation for the period 2025 - 2030; proposing the establishment of the Management Board of industrial parks and piloting the establishment of the Management Board of Hung Yen Provincial Economic Zone; the decentralization of authority to grant, re-grant, extend, and revoke working permits for foreign workers; the Project to perform annual health check-ups for people in Hung Yen province; the regulations on revenues and services supporting educational activities in public institutions for the 2025-2026 school year... The units are requested to urgently complete reports and submissions to submit to competent authorities for consideration and decision.
The Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee requested relevant departments, branches, and localities to fully absorb comments on the basis of clarifying the legal basis, necessity, and suitability to local practices for the above contents; requesting the Department of Finance to coordinate in reviewing the draft Regulation on a number of preferential policies and investment support in the fields of digital transformation, cyber security, semiconductors, electronic components, construction of laboratories, and innovation centers for the period 2025-2033.
