Next, the delegates listened to reports on the projects to establish 4 Party Committees directly under the Hung Yen Provincial Party Committee (new) on the basis of merging 8 corresponding Party Committees directly under the Hung Yen Provincial Party Committee and the Thai Binh Provincial Party Committee; the report on the project to establish advisory and support agencies, and public service units of the Provincial Party Committee on the basis of merging advisory and support agencies of the Provincial Party Committee, public service units under the Hung Yen Provincial Party Committee and corresponding agencies and units of Thai Binh province; the draft decision of the Provincial Party Committee to end operations and establish advisory and support agencies, public service units directly under the Provincial Party Committee (new); the report on the overall arrangement of departments, branches, sectors, and public service units after the merger of Hung Yen province and Thai Binh province; the report on the establishment of specialized agencies under the Hung Yen Provincial People's Committee; the Draft Resolution of the Provincial People's Council on establishing specialized agencies under the People's Committee of Hung Yen province (new); the report on the draft Working Regulations of the Provincial Party Committee's Inspection Commission for the 2020-2025 term after the province's merger; the plan to arrange and merge the Office of the National Assembly Delegation and the People's Council of Hung Yen province and the Office of the National Assembly Delegation and the People's Council of Thai Binh province (after the province's merger); the draft Resolution on establishing the Office of the National Assembly Delegation and the Provincial People's Council, the Provincial People's Council’s Boards (after the province's merger); the report on the project to arrange and streamline the organization of the Vietnam Fatherland Front, socio-political organizations, mass organizations assigned by the Party and the State (provincial and communal levels) and the personnel plan for mass organizations assigned by the Party and the State (provincial level).

After reviewing, seriously, democratically and responsibly discussing the contents of the reports, submissions and projects of the Provincial Party Committee’s Standing Board, the conference unanimously approved the contents presented at the conference.

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized: The contents of today's conference are all very important. From now until the time the province comes into operation on July 1, the workload is very large and the tasks are heavy. The Standing members of the Provincial Party Committee, Members of the Standing Board of the Provincial Party Committee, and Members of the Provincial Party Executive Committee are requested to focus on leading and directing the effective implementation of the contents and tasks, ensuring the right progress, especially in the implementation of the two-level local government model. The Members of the Provincial Party Executive Committee must always be exemplary, take the lead in building, consolidating and promoting the spirit of solidarity and unity in Party committees and organizations at all levels to create a combined strength to build a prosperous and strong Hung Yen province. On the basis of unifying the contents of this conference, the province will soon issue a decision to establish a staff agency to assist the Provincial Party Committee and decide on personnel for the staff agencies. To carefully prepare conditions for the smooth operation of the political system throughout the province. At the same time, pay attention to investing in facilities, equipment for work as well as accommodation for cadres, civil servants and public employees to work with peace of mind.
