At the ceremony, delegates reviewed the 80th anniversary of the Vietnam People's Public Security Traditional Day and the 20th anniversary of the National Day for National Security Protection. With the success of the August Revolution in 1945, the Vietnam People's Public Security was officially established, taking August 19 every year as its traditional day. After 80 years of fighting, building and growing, the People's Public Security force has achieved a lot of feats, fostering a glorious tradition: absolute loyal to the Fatherland, the Party, and the State; fighting bravely, not afraid to sacrifice for independence, freedom, sovereignty, unity, territorial integrity and national security.

Along with the establishment and contribution to the common feats of the Public Security force nationwide, in September 1945, the Public Security Department was established and quickly put into operation in the struggle to protect the young revolutionary government, fight against internal and external enemies, and prepare for resistance. In April 1946, the Hung Yen Public Security Department was established on the basis of merging the Public Security Department and the Hung Yen Police Department.

During the resistance war against the French colonialists, the Hung Yen Provincial Public Security force actively coordinated with revolutionary forces in the province to promote the work of mobilizing the people to implement "empty gardens and empty houses", encircling the enemy's economy, while focusing on boosting the work of destroying the enemy and eliminating traitors, contributing to expanding the liberated areas. During the resistance war against the US and saving the country, the Hung Yen Provincial Public Security force actively participated in reforming the enemy and rebels, fighting against counter-revolutionaries and the destructive war of the US imperialists, establishing socialist order in the North and increasing support for the South.

After the complete liberation of the South, the whole country entered the period of socialism construction, the Provincial Public Security force carried out measures, effectively fighting against the "Peaceful Evolution" plot of hostile forces, firmly protecting the achievements of the revolution and the cause of innovation and socialism construction. From 1997 to 2024, in the context of a newly re-established province facing many difficulties, Hung Yen Provincial Public Security quickly stabilized its organization, focused on building facilities, and equipped vehicles to meet the requirements of work in the new situation. Together with the previous Hung Yen Provincial Public Security, in August 1945, Thai Binh Provincial Public Security was established under the name of Ty Liem Phong, and in early 1946, it was renamed Public Security Department. Immediately after its establishment, Thai Binh Provincial Public Security strongly suppressed the ringleaders of secret service organizations and reactionary parties, dismantled many spy bases, and eliminated hundreds of dangerous subjects. During the two wars against French colonialism and American imperialism, Thai Binh Provincial Public Security had a firm grasp of the situation, fought against espionage, psychological warfare, and reactionary activities; ensuring traffic safety, transportation, military campaigns, transporting goods, food, medicine, ammunition to support the southern battlefield and protecting the safety of the evacuated people, while actively supporting the security of the South and fulfilling international obligations. During the renovation period, Thai Binh Public Security actively served the cause of building and defending the Fatherland. Thai Binh Provincial Public Security force has done a good job of advising the Party Committee and the government to lead, direct, mobilize the combined strength of the entire political system, promote the core and pioneering role, and the coordination of the armed forces to effectively implement the Party and State's policies and guidelines on ensuring national security, maintaining social order and safety, and maintaining political stability in the province. Implementing the resolution of the National Assembly Standing Committee on the arrangement of provincial-level administrative units, from July 1, 2025, along with the merger of Thai Binh and Hung Yen provinces, Thai Binh Provincial Public Security merged with Hung Yen Provincial Public Security to form Hung Yen Provincial Public Security. Immediately after the merger, the police of units and localities quickly stabilized their organization and apparatus, operated smoothly, clearly affirming the exemplary and pioneering role of the police force in strengthening internal solidarity, clearly assigning tasks and authorities; focusing on reviewing and evaluating the progress of advising and implementing targets, tasks, programs, and working plans for 2025; proactively developing programs and working plans for the last 6 months of 2025 to focus on leadership, direction, organization of implementation, and striving to exceed assigned targets and tasks.

Over the past 20 years of implementing the National Day for National Security Protection, the Provincial Public Security have coordinated with the Vietnam Fatherland Front, sectors, and organizations to advise the Party Committee and the government to effectively carry out the movement of All people protecting national security. Many models of maintaining security and order have been created, attracting a large number of people to respond, creating a vibrant competitive atmosphere throughout the province.

With the results and achievements over the past 80 years, the Hung Yen Provincial Public Security force has been rewarded noble awards by the Party and the State. In recognition of the great contributions of the Hung Yen Provincial Public Security force over 80 years of construction, fighting and growing, at the celebration ceremony, the Provincial Party Committee, the People's Council, the People's Committee, and Vietnam Fatherland Front Committee of the province presented the Provincial Public Security with a banner bearing the words "Hung Yen Provincial Public Security Force is loyal to the Party, devoted to the people, selflessly serving the country, serving the people".

Speaking at the ceremony, on behalf of the Provincial Party Committee, the People's Council, the People's Committee, and Vietnam Fatherland Front Committee of the province, Secretary of the Provincial Party Committee Nguyen Huu Nghia acknowledged and commended the achievements and great contributions of the Provincial Public Security force to the cause of national construction and defence, and the province's innovation and development. Regarding the tasks in the coming time, the Secretary of the Provincial Party Committee requested the Party Committee and Provincial Public Security to focus on leading and directing the dissemination and strict implementation of the Party's guidelines and policies, the State's laws, and the direction of the Central Public Security’s Party Committee and the Provincial Party Committee on Public Security work, ensuring national security and social order and safety; proactively and synchronously deploy and actively advise the Party Committee and the government on policies and solutions to build a clean, strong, disciplined, elite, and modern Public Security force; continue to take the lead in implementing the policy of streamlining the organizational apparatus, especially fully arranging forces, means, and working conditions for leaders, commanders, and police officers at the grassroots level. The Provincial Public Security’s Party Committee focuses on building and rectifying a strong Party in the Provincial Public Security force, building a team of police officers at all levels with courage, morality, intelligence, daring to think, daring to do, daring to take responsibility for the interests of the nation, for the peace and happiness of the people. The Provincial Public Security  further promotes the movement of All people protecting national security in the province, with the motto of taking the people as the center, boosting the core role of the Police force in building the movement; focusing on improving the quality of the movement in key, strategic, and complicated areas in terms of security and order. The Party committees and authorities at all levels further strengthen the leadership and direction of sectors, socio-political organizations and the entire people to actively respond to and participate in the movement of All people protecting national security, considering this the responsibility, obligation and rights of every citizen...
