General Secretary To Lam affirmed: At this time, the whole nation is joining hands and determined to successfully implement the Resolution of the 13th National Party Congress; the whole country has begun to operate a two-tier administrative unit model with new development space, so it is necessary to continue to arouse the spirit of innovation, decisiveness, science, closeness to the people and honesty of Comrade Nguyen Van Linh. It is necessary to train and select cadres who are both virtuous and talented, daring to make breakthroughs, daring to take responsibility, and not accept conservative cadres who shirk responsibility, and only care about their own safety. In addition, it is necessary to firmly adhere to the path of developing a socialist-oriented market economy, but at the same time be flexible and quickly adapt to trends in technology, green finance, digital transformation, digital economy, and circular economy; it is necessary to continue institutional reform, promote the business environment, and protect the legitimate rights of businesses and people; we must integrate Vietnam more deeply into the world politics, the international economy, and human civilization, to stand shoulder to shoulder with the world’s great powers.
