Accordingly, after the merger, the Provincial Party Committee’s Standing Board focused on leading and directing the reorganization of the organizational structure, consolidating the staff, stabilizing the operation of agencies and units from the provincial to the grassroots level, and ensuring that the two-tier local government to operate effectively and efficiently. The implementation of Resolution No. 28-NQ/TW has created a clear transformation in the renewal of the Party's leadership and governance methods in the province. The awareness of Party committees, Party organizations, cadres, and Party members regarding the position, role, and urgent need for the renewal of the Party's leadership and governance methods have been significantly enhanced. The leadership methods of Party committees at all levels have been gradually reformed towards a more scientific, democratic, and practical approach; ensuring the principle of democratic centralism while promoting collective intelligence and individual responsibility. In particular, the distinction between the leadership role of Party committees and the management and operational functions of the government has become increasingly clear, thereby enhancing the effectiveness and efficiency of the political system.

Administrative reform and digital transformation in the operations of Party and government agencies have achieved positive results. The working processes have been reviewed and streamlined, reducing intermediaries and increasing interconnectedness, thereby improving leadership and management efficiency. The rate of digitized documents has reached nearly 89%, contributing to improving efficiency in handling administrative procedures and reducing time and costs for citizens and businesses. The organizational structure of the political system continues to be streamlined and synchronized. Personnel work, from planning, training, rotation, and placement to power control, is carried out rigorously, linked to the requirement of building a team of cadres with sufficient qualities, capabilities, and prestige commensurate with their tasks. The implementation of exemplary conduct and the cultivation of ethics and lifestyle among cadres and Party members are closely linked to studying and following the thoughts, morality, and style of Ho Chi Minh.
The inspection, supervision, and disciplinary enforcement within the Party have been strengthened with the innovations in methods and approaches, contributing to maintaining discipline and order, and preventing violations early and proactively. Propaganda and mass mobilization work has seen many innovations; the role of the Vietnam Fatherland Front and political and social organizations in participating in Party building and government building continues to be promoted. The increasing direct dialogues between the heads of Party committees and government with the people contribute to consolidating trust and creating social consensus.
Regarding Conclusion No. 14-KL/TW, during the implementation process in Hung Yen and Thai Binh provinces before the merger, the dynamic, creative, and proactive cadres, primarily the heads of Party committees, governments, agencies, and units, were the main focus. After the provincial merger and the implementation of the two-tier local government model from July 1, 2025, the spirit of innovation and accountability continued to be strongly promoted among leading and managerial cadres at both the provincial and commune levels. Many new and groundbreaking models and approaches have been carried out, especially in the areas of downsizing the workforce in conjunction with recruiting young cadres, defining job positions, reforming administrative procedures, and applying digital technology.
