According to the report of the Ministry of Construction, in 2026, provinces and cities are assigned to complete approximately 158,700 social housing units. To date, 220 social housing projects nationwide have commenced or are under construction, comprising 214,948 houses, reaching 135% of the target set for the year.

From the early months of the year, many localities focused on launching new projects to achieve the government's assigned goals. Some localities have a large number of projects and apartments under construction including: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Thai Nguyen, Bac Ninh, Khanh Hoa, and Dong Nai.

In total, in the first two months of 2026, the country has completed three projects with 544 units, including Hai Phong completing one project with 519 units; and Ca Mau province completing two projects with 25 units. In addition, 28 projects with 20,964 units have commenced nationwide, with Hung Yen province alone having one project with 1,016 units.

To date, the whole country has implemented approximately 600,000 social housing units, creating a foundation to strive for the completion of one million units by 2028, two years earlier than the target set for 2030.

Regarding the establishment of housing funds, 34 out of 34 localities have reported on the implementation results. Of these, four localities have completed the process: Da Nang, Hung Yen, Lam Dong, and Thanh Hoa; 27 localities are finalizing procedures; one locality is reorganizing a public service unit; and two localities are finalizing the establishment of new housing funds.

Concluding the session, Prime Minister and Head of the Central Steering Committee Pham Minh Chinh outlined six key objectives in managing housing policy and the real estate market in the coming period, including ensuring that all citizens have equal, transparent, and affordable access to housing, and increasing supply in all segments. Simultaneously, reducing product costs to expand accessibility for the people.

The Prime Minister requested that procedures and processes be made more convenient for people and businesses. To strengthen the prevention and control of corruption, stabilize prices, and prevent manipulation and speculation that distort the market; and urgently complete the database on housing and the real estate market according to the criteria of "accurate, complete, clean, and livable," ensuring uniformity, consistency, and shared use to effectively serve management and administration.

Ministries, sectors, and localities should focus on reviewing land, urban, and rural planning in the first quarter of 2026; focus on land clearance and creating cleared land funds; ensure the supply of raw materials; and simplify procedures to suit practical needs. Along with that, strictly control real estate credit, preventing capital from flowing into speculation or unhealthy projects that destabilize the macroeconomy.

The Prime Minister instructed ministries and agencies to urgently finalize the dossier for establishing a State-run Real Estate and Land Use Rights Transaction Center; and to design a digitalized process that facilitates citizens and businesses in implementing real estate and social housing activities. The People's Committees of provinces and centrally-run cities are urged to promote the development of a transparent, safe, and healthy real estate market. Localities that have not yet established a Steering Committee for Social Housing and Real Estate Market Development must urgently consolidate it; and to ensure that social housing development is linked to commensurate infrastructure investment and not located in areas far from the city center or lacking essential living conditions.

Regarding the policy on developing affordable commercial housing for middle-income group, the Prime Minister instructed the Ministry of Construction to incorporate feedback from localities and business associations to finalize feasible solutions that meet practical needs.
