In recent years, science and technology, innovation, and digital transformation have made increasingly significant contributions to economic growth, improved labor productivity, product quality, and national competitiveness. In the context of increasingly fierce global technological competition, the fields such as artificial intelligence (AI), semiconductors, big data, biotechnology, quantum technology, and smart manufacturing are profoundly changing the traditional economic development model.
Scientific research activities have recorded positive results. By 2025, Vietnam is expected to have over 25,000 international scientific publications, seeing an increase of more than 13% compared to the previous year. Vietnam's Global Innovation Index (GII) ranks the 44th out of 139 countries and economies, while its innovative startup ecosystem ranks the 55th globally.
The national digital infrastructure continues to expand with faster 5G deployment; many data centers and cloud computing platforms are receiving significant investment. The national digital transformation is also showing clear progress with a high rate of online public service applications, many national databases operating efficiently, and a rapid increase in the use of electronic identification, digital signatures, and digital payments by citizens.
Currently, the digital economy contributes approximately 14.02% to GDP. Vietnam has risen 10 places in the global AI index compared to 2022, reaching the 45th level globally. The digital technology industry achieved a revenue of approximately US$198 billion, while hardware and electronics exports reached approximately US$178 billion.
At the conference, leaders from ministries, sectors, and businesses presented their views, focusing on mastering core technologies, developing digital platforms, and promoting the commercialization of Vietnamese technology products in the fields of cloud computing, cybersecurity, semiconductors, AI, quantum technology, etc.
In his keynote address, Prime Minister Le Minh Hung affirmed that the country's development requires a strong transformation of the growth model, in which science and technology, innovation, and digital transformation are the foundation, the driving force, and the leading strategic breakthrough to enter a new era of national development. The Politburo has issued Resolution No. 57-NQ/TW on making breakthroughs in the development of science and technology, innovation, and national digital transformation. This is a particularly important strategic resolution, demonstrating the Party's high political determination in the development of national science and technology, innovation, and digital transformation.
The Prime Minister commended and congratulated the generations of officials and employees working in the field of science and technology, especially acknowledging the silent sacrifices and contributions of the team working in science and technology, innovation and digital transformation both domestically and abroad.
According to the Prime Minister, with the goal of becoming a modern industrialized country by 2030 and a developed, high-income country by 2045, science and technology, innovation and digital transformation are identified as prerequisites for realizing the aspiration for national development.
He requested the Ministry of Science and Technology to continue to play a pioneering and core role, acting as the nucleus together with other ministries, sectors, and localities in implementing the national development of science and technology, innovation and digital transformation with concrete products that bring added value, practical application, commercialization potential, and a high localization rate, making a real contribution to increasing labor productivity; effectively fulfill the role of guiding, connecting, commissioning, and supporting research and development; focus on mastering technology, increasing the localization rate, added value, and competitiveness of Vietnamese enterprises.
Together with state agencies and units, businesses, research institutes, and universities must be the center of the innovation ecosystem. Ministries and sectors should quickly develop tasks and commission businesses, institutes, and universities to develop core technologies and strategic technology products; at the same time, they should urgently review and remove bottlenecks and obstacles in the financial mechanisms for science and technology, innovation, and digital transformation; focus on supporting businesses to master technology, develop and commercialize strategic technology products; and form Vietnamese technology enterprises with international competitiveness, playing a leading role in strategic technology fields. In addition, international cooperation should be strengthened; mechanisms should be established for foreign businesses to invest in Vietnam and transfer technology; gradually participate in and master strategic technology chains; and strongly promote the network of Vietnamese intellectuals and experts abroad.
Prime Minister Le Minh Hung called on intellectuals, scientists, experts, entrepreneurs, the technology business community, and the entire society to continue to strongly promote patriotism, the aspiration to contribute, and the spirit of innovation, contributing to building a strong and developing Vietnamese science and technology, innovation, and digital transformation.
