The announcement and presentation of Decisions by the Provincial Party Committee’s Standing Board on personnel matters
On the afternoon of April 22, the Provincial Military Party Committee held a conference to announce and present the decisions of the Provincial Party Committee’s Standing Board appointing the Provincial Party Secretary to the Executive Committee and Standing Board, and to the position of Secretary of the Provincial Military Party Committee; and appointing the Chairman of the Provincial People's Committee to the Executive Committee of the Provincial Military Party Committee.

The conference saw the participation of: Comrade Pham Quang Ngoc, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Secretary of the Provincial Military Party Committee; Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province; Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and members of the Provincial Party Committee’s Standing Board.
At the conference, Comrade Pham Van Khue, Member of the Standing Board of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Commission, announced Decision No. 438-QD/TU dated April 21, 2026, of the Standing Board of the Provincial Party Committee appointing Comrade Pham Quang Ngoc, Secretary of the Provincial Party Committee, to the Executive Committee, the Standing Board, and the position of Secretary of the Provincial Military Party Committee for the 2025-2030 term. Simultaneously, he announced Decision No. 429-QD/TU dated April 21, 2026, appointing Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, to the Executive Committee of the Provincial Military Party Committee for the 2025-2030 term.

At the conference
Speaking at the conference, Comrade Pham Quang Ngoc, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Secretary of the Provincial Military Party Committee, respectfully thanked the Standing Board of the Provincial Party Committee for appointing him to the Executive Committee and Standing Board, and for holding the position of Secretary of the Provincial Military Party Committee for the 2025-2030 term; and thanked the members of the Executive Committee of the Provincial Military Party Committee for their unanimous trust in him to hold this new position and responsibility, and for continuing to lead and direct the implementation of local defense and military tasks.

He emphasized: After the administrative unit reorganization, the province's socio-economic development continues to progress and has positive aspects; national defense and security are maintained, and social order and safety are ensured. Currently, in the context of entering a new stage of development that places higher and more comprehensive demands on the province's development, including local military and national defense work, he affirmed that he, together with the Standing Board and the Executive Committee of the Provincial Military Party Committee, will continue to unite, innovate, be proactive, and set an example in leading and directing the successful completion of local military and national defense tasks, as well as the tasks assigned by the Provincial Party Executive Committee, the Standing Board of the Provincial Party Committee, and Military Region 3. He expressed his wish that the Executive Committee and Standing Board of the Provincial Military Party Committee would continue to unite, build upon the already achievements, and improve the quality of comprehensive and synchronized advice on local military and national defense tasks… contributing to the development of Hung Yen province in accordance with the Resolution of the 1st Provincial Party Congress, term 2025-2030, and successfully implement the resolutions of the Party congresses at all levels for the term 2025-2030. The Provincial Party Committee’s Standing Board, the Provincial Party Executive Committee, and Military Region 3 should pay attention to leading and directing the local national defense and military work, as well as the Party Committee and the Provincial Military Command, to successfully complete the assigned tasks.
