Comrade Pham Quang Ngoc, Member of the Party Central Committee and Secretary of the Provincial Party Committee, delivers a speech at the conference.
In his concluding remarks, Comrade Pham Quang Ngoc, Member of the Party Central Committee and Secretary of the Provincial Party Committee urged Party committees and organizations at all levels to seriously study and implement the resolution adopted at the conference. Immediately following the conference, the Provincial Party Committee's Organization Commission is tasked with urgently advising the Provincial Party Executive Committee on issuing a decision to standardize and synchronize the naming conventions for Party organizations directly under the Provincial Party Committee. Based on this, Party committees at all levels must promptly review and implement the changes to ensure consistency and uniformity across the province. The Provincial Party Executive Committee has agreed to assign the Provincial Party Committee’s Standing Board the task of finalizing pilot schemes to establish a Party committee for the Fatherland Front and provincial mass organizations, as well as a Party committee for the Provincial People's Council, both directly under the Provincial Party Committee. This process must be aligned with the decisions regarding personnel, the transfer of Party organizations and members, the handover of records and documentation, and the assurance of operational conditions in accordance with regulations. Simultaneously, the transfer of advisory functions and tasks regarding mass mobilization work must be completed in synchronization with the establishment of the Party committee for the Fatherland Front and provincial mass organizations.
Regarding the tasks requiring immediate focus, the Provincial Party Secretary emphasized that socio-economic development goals present high demands, particularly achieving an economic growth rate of 11.5% in 2026, accelerating public investment disbursement, and decisively resolving long-delayed projects that risk causing financial loss and waste. Therefore, all levels, sectors, and localities must carry out synchronized solutions and clearly assign responsibilities, specifying the personnel, tasks, expected outcomes, and timelines, to achieve the established goals. He analyzed and clarified certain shortcomings and limitations regarding the implementation of public investment projects, delays in site clearance, and state management of land. He urged all levels, sectors, and localities to further enhance the awareness and sense of responsibility of their leaders, particularly regarding the definitive resolution of behind-schedule projects and issues in land management. The Party committees and authorities at all levels must continue to thoroughly grasp, concretize, and vigorously and effectively implement the guidelines, resolutions, conclusions, and directives of the Central authorities and the province. These must be translated into practical, focused, and targeted tasks and solutions that bring resolutions to life and turn policies into action, thereby creating new momentum for socio-economic development and improving the people's quality of life.
