Following the 6th meeting, the Government assigned 22 tasks to ministries, agencies, and localities. To date, 8 tasks have been completed, 12 tasks are underway on schedule, and 2 tasks are overdue due to the need for consultation with multiple ministries, agencies, and competent authorities as stipulated.
Regarding the high-speed railway project on the North-South axis, ministries and agencies are urgently completing the dossiers to submit to the Government for the issuance of a Resolution implementing Resolution No. 265/2025/QH15 of the National Assembly; and simultaneously submitting to the Prime Minister for approval of the Railway Industry Development Plan.
For the Lao Cai - Hanoi - Hai Phong line project, ministries, agencies, and localities are focusing on urging the Chinese side to soon begin negotiations on agreements and related work; completing the plan for handling national defense land and intersection structures; the plan for water supply and drainage in the station area; restoring the technical infrastructure system along the line; agreeing on material quarries and waste disposal sites; and finalizing the architectural plan for stations and bridges of level II or higher in urban areas.
In Hung Yen province, the component project 9 (land clearance) of the Lao Cai - Hanoi - Hai Phong railway line project passes through Dai Dong commune, Lac Dao commune and Thuong Hong ward with a total investment of approximately VND 2,323 billion. The line passing through the province is about 16.7 km long, including the planned Luong Tai station in Dai Dong commune with mixed function (passenger and freight). The total land area to be acquired for the project is approximately 83.5 hectares.
Hung Yen province has planned to build four resettlement areas to serve approximately 89 affected households, of which two areas have already started construction. Specifically, the resettlement area in Thuong Hong ward has an area of 1.93 hectares (the construction started on December 19, 2025); Dai Dong commune has one area of 2.6 hectares; Lac Dao commune has two areas totaling 3.4 hectares, of which one area of 1.1 hectares commenced construction on August 19, 2025.
Reporting to the Prime Minister at the provincial bridge point, Vice Chairman of the Provincial People's Committee Lai Van Hoan emphasized: Although the length of the route through the province is not large, it has a strategic gateway location, connecting the province's developing industrial zones and urban areas with the national and international transportation network. Upon completion, the project will contribute to reducing logistics costs, shortening freight transport time, creating momentum to attract investment, promoting industrial and service development, and improving the lives of the people.

However, the Railway Project Management Board of the Ministry of Construction has not yet handed over the land clearance boundary markers on the ground, affecting the issuance of land acquisition notices and the implementation of subsequent steps as prescribed. Given this situation, Hung Yen province proposes to expedite the completion of the staking and handover of markers so that the locality can approve the component project 9; simultaneously, strengthening coordination and promptly allocating funds for compensation and resettlement support to ensure the project is carried out synchronously and without bottlenecks.
While awaiting the official land clearance boundary markers, the Provincial People's Committee is focusing on directing the relevant wards and communes to actively coordinate with owners of infrastructure such as electricity, water, and telecommunications lines to survey and plan the relocation of technical infrastructure within the project area. They continue to complete the construction of the resettlement area to promptly arrange for people to draw lots for their locations and accurately determine the number of households to be resettled according to regulations.
Hung Yen province affirmed its determination to strictly implement the directives of the Government and the Prime Minister; at the same time, it proactively prepared the necessary conditions, ensuring the legitimate rights and interests of the people, contributing to the completion of the project on schedule and with the set quality.
Speaking at the meeting, Prime Minister Pham Minh Chinh acknowledged and commended the standing units, investors, consultants, and contractors for working throughout holidays and Tet (Lunar New Year) holiday to perform key national railway projects.
The Prime Minister requested ministries, sectors, and localities to continue boosting the spirit of self-reliance, self-strength, and strategic autonomy; at the same time, focus on completing standards, regulations, and a unified, interconnected control system nationwide.
Regarding the North-South high-speed railway project, the Prime Minister instructed the Ministry of Construction to urgently complete the bidding documents for the feasibility study consulting packages by March 2026. The selection of consultants should be organized in the second quarter of 2026, ensuring the selection of a capable and experienced partner.
Provinces and cities should closely coordinate with the Ministry of Construction and relevant units to focus on reviewing the requirements for capital, technology, and land clearance; allocating tasks for land surveying and resettlement planning according to the pre-feasibility study, ensuring proactive measures and avoiding delays, and meeting the set deadlines.
