In the past period, the Ministry of Construction, in coordination with other ministries, agencies, and localities, has proactively and diligently implemented tasks and achieved important results; basically completed policies and promptly issued legal documents, creating a fundamental legal framework for the implementation of projects in the railway sector. The National Assembly has approved the investment plan for two projects: the North-South high-speed railway, with a design speed of 350 km/h, and the Lao Cai - Hanoi - Hai Phong railway project; gradually preparing the technical conditions and human resources for high-speed railways.
At the meeting, representatives from ministries, central agencies, and localities reported on the implementation of tasks assigned by the Government; at the same time, they proposed solutions to overcome difficulties and obstacles, and accelerate the progress of key projects and important railway projects.
Concluding the session, Prime Minister Pham Minh Chinh requested the Steering Committee, relevant ministries, agencies, and localities to continue to thoroughly understand the spirit of "six clear points": "clear person, clear task, clear time, clear responsibility, clear product, clear authority," each task must be specifically assigned, closely monitored, and periodically evaluated; implementing assigned tasks with high political determination, great effort, decisive and effective action, ensuring the completion of set goals and tasks, and bringing railway projects into operation as soon as possible to serve the socio-economic development and the lives of the people; the implementation process of projects must ensure "three yes" and "two no": benefits for the State, benefits for the people, benefits for businesses, and no corruption or negative practices; no loss or waste of assets, effort, or money of related entities; ministries and central agencies coordinate and select the most optimal technology for high-speed railway projects; develop criteria and procedures for selecting investment forms that are scientific, transparent, and ensure national interests; proactively allocate capital for projects.
Prime Minister Pham Minh Chinh requested that localities focus on effectively performing land clearance and resettlement work, ensuring that the lives of people after relocation are better than in their previous homes; resettlement areas must truly meet the increasingly improved living conditions.
