At the conference, Comrade Nguyen Van Chien, Member of the Standing Board of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, presented the draft document to be submitted to the Provincial Party Congress for the term 2025 - 2030. Comrade Nguyen Quang Hung, Member of the Standing Board of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee, presented the report: Adjusting the medium-term public investment plan for the period 2021 - 2025, the capital plan for 2025 and the capital plan for 2024 extending to 2025 of the district-level budget into the provincial and commune-level capital plans of Hung Yen province after the merger; receiving the medium-term public investment plan for the period 2021 - 2025, the capital plan for 2025 and the capital plan for 2024 extending to 2025 of Hung Yen province and Thai Binh province before the merger.

Through review, the total medium-term public investment plan for the period 2021 - 2025 of the district level proposed to be adjusted to the provincial level (after the merger) for management is over 38 trillion VND, the commune level is over 15.8 trillion VND. The capital plan for 2025 of the district level proposed to be adjusted to the provincial level is over 11.3 trillion VND, the commune level is over 4.3 trillion VND.

After the merger, the 5-year medium-term public investment plan for the period 2021 - 2025 of the province is over 152.1 trillion VND; the public investment plan for 2025 of the province is nearly 54.9 trillion VND.

Next, Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, presented the allocation of delegates to attend the Hung Yen Provincial Party Congress, term 2025 - 2030. Comrade Nguyen Huu Nghia, Secretary of the Provincial Party Committee, introduced the personnel of the Hung Yen Provincial Delegation to the 14th National Party Congress.

The delegates attending the conference discuss and vote in high consensus on the personnel introduced to attend the 14th National Party Congress.

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized: The merger of Hung Yen and Thai Binh provinces into Hung Yen province and the results achieved in the 2020 - 2025 term are the premise for the Hung Yen Provincial Party Committee to build a resolution for the Provincial Party Congress for the 2025 - 2030 term towards making Hung Yen a province with strong industrial development. In particular, from practice, the province has clearly assessed the potential, advantages, and opportunities to set appropriate goals, targets, and solutions for the coming term.

The Provincial Party Secretary stated: After reviewing, seriously, democratically and responsibly discussing the contents of the reports and submissions of the Provincial Party Committee’s Standing Board, the Provincial People's Committee’s Party Committee, and the Provincial Party Executive Committee unanimously approved: The draft document to be submitted to the 1st Provincial Party Congress, term 2025 - 2030, and assigned the Provincial Party Committee’s Standing Board to study, absorb comments and closely follow the draft documents of the 14th National Party Congress to continue to complete the draft document to be submitted to the 1st Provincial Party Congress, ensuring feasibility and closeness to local reality.

Regarding the medium-term public investment plan for the period 2021 - 2025, the capital plan for 2025 and the capital plan for 2024 extending to 2025 of Hung Yen province after the merger, the Provincial People's Committee’s Party Committee was assigned to coordinate with the Provincial People's Council’s Party Committee to direct agencies to review, complete and submit to the Provincial People's Council for approval. The conference also agreed to introduce the personnel of the Delegation to attend the 14th National Party Congress; allocate delegates to attend the Provincial Party Congress, term 2025 - 2030 and report on the implementation of tasks of the Provincial Party Committee’s Standing Board between two sessions.
