The conference carried out the process of introducing personnel to join the 14th Party Central Committee according to regulations.

Next, Comrade Nguyen Quang Hung, Member of the Provincial Party Committee’s Standing Board, Standing Vice Chairman of the Provincial People's Committee reported: the Plan for implementing the socio-economic development plan for the last 6 months of 2025; the state budget revenue estimates assigned in the area, the revenue and expenditure estimates of the local budget of Hung Yen province in 2025 after the arrangement. The assessment report is as follows: In the first 6 months of 2025, the growth of the province's gross regional domestic product (GRDP) reached 8.11%, higher than the national average (7.52%). Hung Yen strives for a GRDP growth of about 10.5% for the whole year of 2025. To achieve the set goals, the province is determined to focus on effectively performing the "four pillar resolutions" of the Politburo to create a strong driving force in socio-economic development; urgently complete the tasks related to the arrangement and stabilization of the provincial apparatus after the merger to ensure smooth operations; promote industrial development towards developing industries and products with competitive advantages and high added value; focus on attracting large, high-tech, environmentally friendly investment projects; accelerate the disbursement of public investment capital and the implementation progress of key projects; strengthen trade promotion activities; manage, exploit and use resources and land effectively; boost digital transformation associated with the application and development of science and technology; improve the quality of cultural and social fields; comprehensively conduct local defense and military tasks; maintain political stability and social order and safety...

Next, Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, presented the draft Conclusion of the Provincial Party Committee’s Standing Board on the key tasks of Party building in the last 6 months of 2025. Accordingly, the Provincial Party Committee’s Standing Board requested that in the last 6 months of 2025, Party committees at all levels, Party organizations, agencies and units focus on leading, directing, disseminating, propagating and effectively implementing the Party's resolutions, directives and regulations; promoting education, training and improving the theoretical and political level of cadres and party members; continuing to reorganize the apparatus of the political system; successfully organizing the congresses of grassroots Party committees and Party organizations directly under the Provincial Party Committee, the 20th Provincial Party Congress, term 2025 - 2030, towards the 14th National Party Congress, in conjunction with preparations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the term 2026 - 2031; focusing on leading the preparation and organization of the congresses of the Vietnam Fatherland Front, socio-political organizations at the provincial and communal levels; strengthening inspection, supervision and discipline enforcement, strictly maintaining Party discipline...

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia highly appreciated the sense of responsibility of the delegates attending the conference. At the conference, the Provincial Party Executive Committee unanimously approved the following contents: the conclusion on the key tasks of Party building in the last 6 months of 2025; the Conclusion on leadership in implementing socio-economic development tasks in the last 6 months of 2025; the Conclusion on assigning the revenue and expenditure estimates of the local budget of Hung Yen province in 2025 after the arrangement; conducting the process of introducing personnel to participate in the 14th Party Central Committee (both re-election and first introduction) according to regulations. The Provincial Party Secretary emphasized: In the coming time, Party committees, authorities, localities, and units will continue to focus on perfecting and stabilizing the organization of the local government apparatus at two levels; arranging and assigning cadres, civil servants, public employees, and workers appropriately, ensuring good and effective implementation of assigned tasks. Departments and branches develop plans to mobilize specialized staff to support work settlement at localities and grassroots levels; organize in-depth training and fostering of professional skills, management and operation skills, application of technology, and digital platforms for commune-level cadres and civil servants; resolutely implement solutions to promote socio-economic development; enhance the application of science and technology, innovation, digital transformation, administrative procedure reform, and improve the quality of public services; promote the attraction of private investment and foreign investment, strive to complete the local budget and public investment plans for 2025 and the target of GRDP growth for the whole year of 2025 reaching 10.5%; successfully organize the 20th Provincial Party Congress, term 2025 - 2030, towards the 14th National Party Congress.
