In his opening speech at the conference, Comrade Secretary of the Provincial Party Committee Nguyen Huu Nghia stated: The 39th Conference of the 19th Provincial Party Executive Committee focused on discussing and giving opinions on a number of important contents, which are decisive to the implementation of the goals and tasks of socio-economic development of Hung Yen province in 2025 and the entire 19th Provincial Party Congress term.

To comprehensively and qualitatively complete the contents of the conference, the Provincial Party Secretary requested the delegates to promote their intelligence, uphold their sense of responsibility, focus on research, discuss thoroughly, actively participate in giving opinions, go straight to the contents that need to be adjusted and propose and supplement practical solutions with high feasibility, contributing to the results of the conference.

According to the assignment of the Provincial Party Committee’s Standing Board, Comrade Pham Van Khue, Member of the Provincial Party Committee’s Standing Board, Head of the Provincial Party Committee's Organization Commission, presented a draft report on the situation and results of the implementation of the Working Regulations of the Provincial Party Executive Committee, term 19, period 2020 - 2025; a draft report on the preliminary review of Party building work in the first 6 months of the year, the directions and tasks for the last 6 months of 2025.

In the first 6 months of the year, the Provincial Party Committee, the Provincial Party Committee’s Standing Board and Party committees at all levels continued to innovate leadership and direction methods in the direction of closely following the local practical situation, the Party's charter, regulations and organizational principles to ensure practicality, efficiency, focus and key points; continue to promote the dissemination and serious implementation of the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress and the Resolutions of the Party Congresses at all levels for the 2020-2025 term. The Provincial Party Committee’s Standing Board issued a plan and directed localities and units to carry out the plan to summarize 10 years of implementing Directive No. 05-CT/TW dated May 15, 2016 of the 12th Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle". Regarding the work of organization and cadres, the Provincial Party Committee and the Provincial Party Committee’s Standing Board mobilized, appointed and introduced candidates for 65 cadres; sent 43 comrades for training and fostering to improve their professional qualifications. Comrade Nguyen Le Huy, Member of the Provincial Party Committee’s Standing Board, Standing Vice Chairman of the Provincial People's Committee, presented a draft report on the implementation of the socio-economic development plan in the first 6 months of the year and the main tasks and solutions for the last 6 months of the year; a report on the expected supplementation to the 5-year medium-term public investment plan for the period 2021-2025 from unallocated reserve funds.

Delegates pass the conference resolution

The 39th Conference of the 19th Provincial Party Executive Committee unanimously passed a resolution with the following contents: the Report on the implementation of the socio-economic development plan in the first 6 months of the year, the main tasks and solutions for the last 6 months of 2025; the supplementation of the 5-year medium-term public investment plan for 2021 - 2025 from unallocated reserve funds, the capital of 140 billion 082 million VND is expected to be allocated to the fields of education, training and activities of political and social organizations; the Report summarizing the implementation of the Working Regulations of the 19th Provincial Party Committee, term 2020-2025; the Report on the preliminary summary of Party building work in the first 6 months of the year, the directions and tasks for the last 6 months of 2025; the Report on the preliminary summary of inspection, supervision and disciplinary enforcement work in the Party in the first 6 months of the year, the directions and tasks for the last 6 months of 2025; the Report summarizing the inspection, supervision and disciplinary enforcement work of the Party for the 2020-2025 term, the directions and tasks for the 2025-2030 term; the Report on the settlement of the state budget in the area, settlement of local budget revenue and expenditure in 2024; the Report on the implementation of tasks of the Provincial Party Committee’s Standing Board between the 38th and 39th sessions of the Provincial Party Executive Committee.

In his closing speech at the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized: The tasks for the remaining time of 2025 are very heavy, with a lot of intertwwined favorable and difficult factors. The Provincial Party Executive Committee requested Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front, socio-political organizations, agencies, units, cadres, Party members, armed forces, civil servants, public employees, and workers to continue to promote the strength of solidarity and unity, uphold the sense of responsibility, strive to overcome difficulties and challenges, and be determined to successfully implement the set goals and tasks. In particular, it focuses on successfully performing the Central Committee's policies and orientations on restructuring the apparatus of the political system; organizing the two-level local government system of Hung Yen province, consolidating, arranging and organizing cadres, civil servants, public employees and workers of agencies and units, promptly stabilizing the organizational apparatus and putting it into operation immediately, promoting efficiency; resolutely not allowing interruptions or bottlenecks in performing political tasks, providing public services and not leaving vacant areas, ensuring that all work is carried out smoothly before, during and after the organizational apparatus arrangement; successfully organizing the Party Congresses at all levels for the 2025-2030 term; boosting socio-economic development, promoting attraction of private investment and foreign investment, striving to complete the local budget plan and public investment in 2025, economic growth reaches 10-10.5% to contribute to completing and exceeding the goals and tasks in 2025 and the Resolution of the Party Congress of Hung Yen province (old) and Thai Binh province (old), the Resolution of the 13th National Party Congress.
