Speaking at the opening of the conference, Provincial Party Secretary Nguyen Huu Nghia said: The conference reviewed, discussed and gave opinions on the implementation of Party member discipline; the Project to end the operations of the district-level and commune-level Party Committees and establish the commune-level Party Committees after the rearrangement of administrative units; the summary reports on Resolutions No. 6, 7, 8, 10, 12, 13, 29 of the 19th Provincial Party Executive Committee; the report on the Party's financial results in the first 6 months of 2025, tasks for the last 6 months of the year; the report on the implementation of tasks of the Provincial Party Committee’s Standing Board between two sessions. The Provincial Party Secretary requested that the members of the Provincial Party Executive Committee, leaders of agencies, units and localities continue to promote democracy, uphold the spirit of responsibility, research, discuss, and contribute practical and specific opinions to supplement and complete the summary reports and Projects.

At the conference, Comrade Le Quang Hoa, Member of the Provincial Party Committee’s Standing Board, Chairman of the Provincial Party Committee’s Inspection Commission, presented the Proposal of the Provincial Party Committee’s Standing Board on the proposal to discipline Party members related to the Northern Urban Area Project on the central axis of the Southern Urban Area, the National Highway No. 5. The members of the Provincial Party Committee voted to discipline Party members who violated the Project.

Next, Comrade Pham Van Khue, Member of the Provincial Party Committee’s Standing Board, Head of the Provincial Party Committee’s Organization Commission, presented the draft Project to end the operations of the district-level and commune-level Party Committees and establish the commune-level Party Committees after the rearrangement of administrative units. Accordingly, the time to end the activities of the district-level and commune-level Party Committees must be synchronized with the time to establish and operate new commune-level Party Committees, that is supposed to complete before July 1, 2025. The name of the new commune-level Party Committee under the Provincial Party Committee is taken from the name of the newly established commune-level administrative unit.

Comrade Nguyen Le Huy, Member of the Provincial Party Committee’s Standing Board, Standing Vice Chairman of the Provincial People's Committee, presented a summary report of Resolutions No. 6, 7, 8, 10, 12, 13, 29 of the 19th Provincial Party Executive Committee, including: Hung Yen Province's Digital Transformation Program for the 2021-2025 period, with a vision to 2030; the Industrial and handicraft development program for the 2021-2025 period, with a vision to 2030; the Environmental protection and climate change adaptation program for the 2021-2025 period, with a vision to 2030; the Transport development program of Hung Yen province for the 2021-2025 period, with a vision to 2030; the Education and training development program of Hung Yen province, period 2021-2025, with an orientation to 2030; the Program for preserving and promoting the values ​​of cultural heritage, historical relics associated with tourism development of Hung Yen province, period 2021-2025, with an orientation to 2030; the Urban development program of Hung Yen province, period 2021-2025, with an orientation to 2030.

Speaking at the closing ceremony of the conference, Provincial Party Secretary Nguyen Huu Nghia emphasized: The tasks in the remaining time of 2025 are very heavy, the Provincial Party Executive Committee requires Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front, socio-political organizations, agencies, units, cadres, Party members, civil servants, public employees, and workers to continue to beef up the strength of solidarity and unity, uphold the spirit of responsibility, strive to overcome difficulties and challenges, and be determined to successfully carry out the set goals and tasks.
