The 36th Conference of the Provincial Party Executive Committee, term 19, for the period 2020 - 2025 on February 11, was held at the Provincial Party Committee’s Headquarters. Comrades: Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. Delegates attend the conference

At the conference, Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council presented the draft reports of the Provincial Party Committee’s Standing Board on the projects to rearrange and streamline the organizational apparatus in the province’s political system to submit to the Provincial Party Executive Committee for comments.

In the conference, such the projects have been approved as: the Project to end the operations of Party delegations, provincial-level Party Executive committee, and the Party committee of the Provincial Agencies – Enterprises Bloc; the Project to establish the Provincial People's Committee’s Party committee; the Project to establish the Party committee of the Provincial Party agencies; the Project to merge the Provincial Party Committee's Propaganda and Education Commission and the Provincial Party Committee's Mass Mobilization Commission.

According to the Project to end the operations of Party delegations, provincial-level Party Executive committees, and the Party committee of the Provincial Agencies – Enterprises Bloc: End the operations of 6 Party delegations and 3 Party committees of the province, including: the Party delegation of the Provincial People's Council; the Party delegation of the Provincial Fatherland Front Committee; the Party delegation of the Provincial Women's Union; the Party delegation of the Provincial Farmers' Association; the Party delegation of the Provincial Veterans Association; the Party delegation of the Provincial Labor Federation; the Party committee of the Provincial People's Committee; the Party committee of the Provincial People's Court; the Party committee of the Provincial People's Procuracy. To transfer the functions and tasks of the Party Executive committee of the Provincial People's Committee to the Party committee of the Provincial People's Committee. To transfer the functions and tasks of the remaining 6 Party delegations and 2 Party Executive committees of the province to the Standing Board of the Party Committee or the Party committees of the organizations, agencies and units where the Party delegations and Party Executive committees end. At the same time, the activities of the Party committee of the Provincial Agencies - Enterprises Bloc will be terminated, and cadres, civil servants and employees will be assigned to agencies and units in the province; and grassroots’ Party organizations and Party members will be transferred to relevant Party committees.

Regarding the Project on the establishment of the Provincial People's Committee’s Party committee, there are 49 grassroots’ Party organizations with 3,701 Party members transferred from the Provincial Agencies - Enterprises Bloc’s Party committee.

Regarding the Project on the establishment of the Party committee of the Provincial Party agencies, there are 23 grassroots’ Party organizations with 573 Party members transferred from the Party committee of the Provincial Agencies – Enterprises Bloc.

Regarding the Project on merging the Provincial Party Committee's Propaganda and Education Commission and the Provincial Party Committee's Mass Mobilization Commission, the name after the merger is the Provincial Party Committee's Propaganda and Mass Mobilization Commission. Regarding the organizational structure, the leadership of the Commission includes the Head of the Commission and 5 Deputy Heads. The arrangement of division-level cadres and civil servants is made and assigned by the Provincial Party Committee's Propaganda and Education Commission in coordination with the Provincial Party Committee's Mass Mobilization Commission according to their authority, ensuring current regulations.

After studying and considering, the conference unanimously approved the contents of the projects: the Project on ending the operations of Party delegations, provincial-level Party Executive committees, and the Party committee of the Provincial Agencies – Enterprises bloc; the Project on establishing the Provincial People's Committee’s Party committee; the Project on establishing the Party committee of Provincial Party agencies; the Project on merging the Provincial Party Committee's Propaganda and Education Commission and the Provincial Party Committee's Mass Mobilization Commission.

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia requested: the Party committees and Party organizations at all levels to direct and organize the implementation of projects as required, ensuring progress and in accordance with the regulations and instructions of the Central Committee. After the establishment, the Provincial People's Committee’s Party committee and the Party committee of the Provincial Party agencies urgently coordinate with the Provincial Party Committee's Organization Commission and relevant agencies to soon stabilize the organization and put it into operation; arrange, consolidate, and organize the staff of the Party Committee's advisory and support agencies; develop working regulations; establish and consolidate the organization and apparatus of Party cells and grassroots’ Party committees; establish political and social organizations according to the regulations and instructions of the Central agencies and unions. After the merger, the Provincial Party Committee's Propaganda and Mass Mobilization Commission urgently completes the staff, issues working regulations, internal regulations, coordination regulations, reception, management of records, finance, assets, and smoothly and effectively carries out assigned functions and tasks. Agencies and units not subject to reorganization must urgently complete the streamlining of internal focal units. The Provincial People's Council coordinates with the Provincial People's Committee to promptly issue mechanisms and policies to support redundant cadres, civil servants, public employees, and workers due to the reorganization of the apparatus. The Party committees, Party organizations, cadres, Party members, especially leaders, promote the spirit of solidarity, unity, dynamism, innovation, creativity, responsibility, and exemplary behavior in performing the policy of reorganization, streamlining the apparatus, and streamlining the payroll; resolutely not let the organization and apparatus of the political system affect the progress, quality and effectiveness of implementing political tasks, programs and working plans that have been set out...
