At the beginning of the conference, Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council presented the draft report summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the streamlined political system, operating effectively and efficiently (Resolution No. 18-NQ/TW) in Hung Yen province and reported the results of the review, assessment and classification of the Standing Board of the Provincial Party Committee and individual members of the Standing Board of the Provincial Party Committee in 2024.

After 7-year-implementation of the Resolution No. 18-NQ/TW, Hung Yen province has basically completed the set goals. Specifically, compared to June 30, 2017 to date, the whole province has reduced 1 Party committee directly under the Provincial Party Committee; 11 divisions under the advisory agencies of the Provincial Party Committee were reduced; 12 divisions, offices and equivalents under the agencies of the Fatherland Front and socio-political organizations at the provincial level were reduced; 29 divisions and equivalents under the provincial departments, agencies and branches were reduced; 38 divisions under the branch offices and equivalents were reduced; 91 deputy heads of divisions and equivalents at the provincial level and 9 deputy heads of branches and equivalents were reduced; 10 district-level divisions and 89 deputy heads of divisions and equivalents were reduced. The whole province has reduced 22 communes, wards and towns; 25 villages and residential areas that did not meet the standards; 983 commune-level cadres, civil servants, non-professional workers at the commune level and non-professional workers in villages and residential groups were reduced. The province has effectively carried out the roadmap, goals, tasks and solutions of the Resolution of the 12th Central Committee, Session 6, on "Continuing to innovate the organization and management system, improving the quality and efficiency of public service units". From 2017 to present, the whole province has reduced 128 public service units; reduced 815 people working with salaries from the state budget; reduced 19 deputy heads of provincial-level service units and reduced 48 deputy heads of district-level service units...

Based on the summary of the implementation of Resolution No. 18-NQ/TW, based on the directions and orientations of the Central Government, the Government and the practical situation, the Provincial Party Committee determined the tasks and plans to arrange and streamline the organizational apparatus for Party committees, Party organizations, and advisory agencies to assist Party committees at the provincial and district levels; the plans to arrange and streamline the apparatus for departments, branches, agencies, and units under the Provincial People's Committee; the plans to arrange and streamline the apparatus for specialized agencies under the District People's Committee; the plans to arrange and merge a number of Associations and Mass Associations assigned tasks by the Party and the State; continued to review and arrange internal focal points of provincial departments, branches and sectors, at the same time reviewed, arranged and reduced public service units in the province...

According to the assignment of the Standing Board of the Provincial Party Committee, Comrade Pham Van Khue, Member of the Standing Board of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Commission, presented the report of the Standing Board of the Provincial Party Committee on the Project to arrange and streamline the organizational apparatus of the Hung Yen province's political system for the Party and mass organizations.

At the conference, delegates focused on discussing the results of the implementation of Resolution No. 18-NQ/TW and demonstrated high political determination in seriously performing the arrangement of the organizational apparatus of the streamlined political system, operating effectively and efficiently; at the same time, he proposed a number of issues from the practical situation of localities and units in conducting the arrangement and streamlining of the apparatus of the political system in the coming time...

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized: The Provincial Party Committee agreed on a number of contents on the arrangement and streamlining of the apparatus of the provincial political system. Regarding the organization of implementation, the Standing Board of the Provincial Party Committee directed the Party Personnel Committee of the Provincial People's Committee, the Provincial Party Committee's Organization Commission and relevant agencies and units to focus on completing reports and projects on the arrangement and streamlining of the apparatus to report to the Central Steering Committee on the summary of the implementation of Resolution No. 18-NQ/TW, the Central Organization Commission, the Ministry of Home Affairs; at the same time, promptly adjust the contents on the arrangement and streamlining of the apparatus according to the directions of the Central, the Government and in accordance with the practical situation.

The Provincial Party Secretary Nguyen Huu Nghia requested the Party Delegations, Party Personnel Committee, the Provincial Party committees, District Party Committees, Town Party Committees, City Party Committees, Party committees directly under the Provincial Party Committee, the Vietnam Fatherland Front and socio-political organizations of the province to develop programs and action plans suitable to the specific conditions of agencies, units and localities and focus on leading and directing the drastic and effective implementation of the policies and orientations of the Central Government, the Government and the Provincial Party Committee. The Party committees, Party organizations, agencies and units in the provincial political system continue to promote information and propaganda work, creating positive and strong changes in awareness, responsibility, consensus, unity of thought and action of Party committees, authorities at all levels, the entire political system, cadres, Party members, civil servants, public employees, workers, business community and all people in the province, especially key cadres at all levels in leading, directing and organizing the implementation of Resolution No. 18-NQ/TW to ensure the correct guiding viewpoints, goals, tasks and solutions, in accordance with the province's socio-economic development policies and orientations and the characteristics, actual situation and specific conditions of each locality, agency, organization and unit. The Party Personnel Committee of the Provincial People's Committee presides over and coordinates with the Provincial Party Committee's Organization Commission to research and advise on the issuance of specific policies of the province to support cadres, civil servants, public employees, and workers affected by the implementation of the organization and streamlining of the apparatus, meeting the requirements of attracting, retaining, training, and rewarding competent cadres.

The 35th conference of the 19th Provincial Party Committee unanimously passed a resolution with the following contents: the Conclusion on the summary of the implementation of Resolution No. 18-NQ/TW; the Report on the summary of the implementation of Resolution No. 18-NQ/TW; the Report on the results of the review, assessment, and classification of the Standing Board of the Provincial Party Committee and individual members of the Standing Board of the Provincial Party Committee in 2024; the Report on the implementation of the tasks of the Standing Board of the Provincial Party Committee between the 34th and 35th meetings of the Provincial Party Executive Committee.
