The discussions in the groups were serious, frank, and focused on major issues. Regarding the reports on the implementation of tasks in 2025, the delegates of the Provincial People's Council highly appreciated the meticulous preparation by the Provincial People's Committee and relevant departments and agencies, which reflected quite fully the results of socio-economic development, national defense and security. However, they noted the need for a clearer analysis of the quality of growth in the context of administrative unit restructuring; and also pointed out the areas of slow progress, the causes, and the responsibilities of each relevant sector and locality.
Regarding the 2025 budget revenue and expenditure, delegates requested clarification on the sustainability of revenue sources, analysis of the reasons for revenue shortfalls, and a deeper assessment of the expenditure structure to ensure priority investment in development, education, health, and social welfare. For public investment, many opinions suggested identifying projects that are behind schedule, facing procedural obstacles, land clearance issues, and the capacity of investors in order to find effective solutions.
In the fields of agriculture, land, resources, and environment, delegates suggested that the province should research and issue mechanisms and policies to support and encourage the development of high-quality agricultural production; strengthen the handling of land violations; and develop more feasible solutions for waste and wastewater issues in residential areas, urban areas, and industrial zones.
Regarding the socio-cultural sector, the Provincial People's Council’s delegates suggested a thorough assessment of the localized teacher shortage, healthcare overload, and vocational training that does not meet the needs of businesses; continue to focus on staffing arrangements and administrative organization, especially in healthcare, education, and comprehensive service centers at the commune level; effectively implement and carry out the work of caring for the health of all citizens. In addition, the Provincial People's Council’s delegates suggested the need for specific solutions regarding digital transformation, building digital citizens, and digital literacy programs to facilitate the handling of administrative procedures...
Discussing the report on the direction and management work of the Provincial People's Committee, the Provincial People's Council’s delegates requested clarification on areas with limitations and slow implementation progress; at the same time, strengthen inspection and supervision, and improve the effectiveness of coordination among departments and agencies.

Regarding the results of addressing voters' opinions and recommendations, some delegates felt that a number of responses were still unsatisfactory, especially those related to land, environment, and transportation infrastructure; they requested the Provincial People's Committee to continue focusing on resolving these issues completely.
Regarding the reports in the field of internal affairs, delegates requested clarification on the nature and development of various types of crimes; improvement of the quality of trials, supervision, and enforcement of judgments; and increasing application of information technology.
Regarding the submissions and draft resolutions of the Provincial People's Committee, delegates focused on examining the necessity of issuing policies, their conformity with central government regulations, and the actual conditions of the province; assessing the impact on beneficiaries, identifying potential limitations during implementation; and proposing further refinement of the dossier before submission for approval.
Speaking at Discussion group No. 4, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, suggested several key areas for delegates to focus on during the discussion. He emphasized: This is the first year the province has conducted statistics after the merger of administrative units at all levels, so the data compilation process has faced considerable difficulties. Comparisons between years show differences due to the fact that the indicator systems of the two provinces were not entirely identical before, but the specialized agencies have thoroughly verified the data to accurately reflect the current situation. He requested delegates to continue thorough analysis to arrive at objective and comprehensive assessments; and to clearly analyze the revenue structure, the sustainability of each tax, and solutions for expanding revenue sources in the coming period. Along with that, delegates need to spend time discussing and clarifying subjective and objective causes, especially problems with investment procedures, site clearance and the capacity of investors.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also raised a number of issues related to public investment, new-style rural construction, health care, education and training, with special attention paid to investment in school facilities, public health care, etc. At this session, the Provincial People's Committee submitted to the Provincial People's Council many important reports, notably the Medium-term Public Investment Plan for the period 2026 - 2030 with contents on science and technology, digital transformation, digital citizenship, digital literacy and administrative procedure reform. He affirmed that these are key pillars, so they need to be discussed thoroughly to ensure feasibility when they are implemented.
In the groups, delegates also spent adequate time to give comments on the directions, goals and tasks in 2026. The Provincial People's Council’s delegates agreed with the specific targets set. However, there must be drastic, synchronous solutions that are appropriate to the context after the province's merger and the two-tier government model. Many opinions proposed focusing on creating breakthroughs in economic growth, infrastructure development, promoting digital transformation, administrative reform, enhancing the responsibility of leaders, tightening discipline and public service discipline. Particularly for the main targets for the period 2026 - 2030, the Provincial People's Council’s delegates said that it is necessary to build on the basis of actual resources, implementation capacity and requirements for transforming the organizational model.
The discussion activities in the group took place enthusiastically, demonstrating the high sense of responsibility of the Provincial People's Council’s delegates. The opinions will be compiled by the Provincial People's Council’s Standing members and reported at the plenary session on the morning of December 9.
