According to the report of the Ministry of Construction, at the 23rd meeting of the Steering Committee (January 30, 2026), the Prime Minister assigned 28 tasks to ministries, agencies, and localities. To date, agencies and units have actively implemented the tasks, with 3 out of 5 tasks completed on time. Currently, 23 tasks are still being performed, including 19 tasks under regular management and supervision, and 4 tasks not yet due. In addition, 2 tasks related to investment policy approval and land clearance have not met the set schedule.

Recently, many expressway projects have been completed and opened for technical traffic on December 19, 2025. Despite coinciding with the Binh Ngo Lunar New Year, investors and contractors maintained a "3 shifts, 4 teams" construction schedule, working throughout the holiday to complete remaining items such as access roads, rest stops, toll stations, weight control systems, and intelligent transportation systems.

Along with regularly monitoring and directing the progress of projects, the Prime Minister and Deputy Prime Ministers have directly inspected many key projects nationwide. Through on-site inspections, many difficulties and obstacles in the implementation process have been promptly resolved, contributing to accelerating construction progress and ensuring project quality. In particular, on February 20, 2026, in Cao Bang province, the Prime Minister directed the establishment of the Steering Committee for the Dong Khe Campaign 2026, setting the goal of completing phase 1 of the Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressways within 85 days, striving to complete them before May 19, 2026.

Besides the achievements, the progress of some projects scheduled for completion by May 19, 2026, has not shown significant breakthroughs, posing a risk of delays, such as the Tuyen Quang - Ha Giang route (the section passing through Tuyen Quang province) and some component projects of the Ho Chi Minh City Ring Road No. 3.

Regarding investment preparation, ministries, sectors, and localities are continuing to finalize dossiers and procedures for such important projects as the Vinh - Thanh Thuy, Hoa Binh - Moc Chau, Bac Kan - Cao Bang expressways, the Hanoi Capital Region Ring Road No. 4, and the Ho Chi Minh City Ring Road No. 4. Some projects have completed feasibility studies and are conducting the next steps to be able to start construction in 2026.

In Hung Yen province, as of February 2026, key transportation projects in the area are basically being carried out on schedule, with many items achieving positive progress. For the Hanoi Capital Region Ring Road No. 4 project, land clearance work has been basically completed according to plan, ensuring transparency and openness. The high-voltage power lines from 110kV to 500kV have been relocated; 4,207 graves have been moved. Regarding residential land, local authorities have paid 100% of compensation; currently, 3 households are expected to require forced eviction to hand over the land. Regarding construction, the value of work completed has reached approximately 74.3% of the plan (920/1,239 billion VND). Several key items have achieved high progress, such as excavation and sand filling (over 82%) and asphalt paving (76.37%). In 2026, the planned capital allocation for land clearance is 120 million VND, and the capital for construction is over 334.5 billion VND.

For the Ninh Binh - Hai Phong expressway project (the section passing through Nam Dinh and Thai Binh provinces), implemented under the PPP (BOT contract) model, 57.43/60.9km of land has been handed over to date, reaching 94% of the total length. Of this, the 33.3km section through Hung Yen province has had 31.2km handed over, completing approximately 99% of the agricultural land area. Local authorities are currently constructing 9 resettlement areas, with 6 already commenced. For the 27.6km section through Ninh Binh province, 26.23km of land has been handed over; and the relocation of 1,000/1,025 graves has been completed.

On the construction site, mine clearance along the entire route has been completed. Several major bridge sections are being actively implemented, including the Red River overpass, where 14 piers and 2 abutments have been completed, and Super-T girders are currently being cast. The Ninh Co and Tra Ly bridges are currently under construction, with bored piles and abutments under construction.

Regarding materials, for the Ninh Binh - Hai Phong expressway project, the People's Committee of Hung Yen province has coordinated with Bac Ninh, Phu Tho, Tuyen Quang, and Ninh Binh provinces to provide materials for embankment construction, basically meeting the construction schedule requirements.

At the meeting, leaders of ministries, sectors, and localities focused on discussing and evaluating the progress of projects; and simultaneously proposed solutions to overcome difficulties and obstacles related to investment procedures, land clearance, construction material sources, and coordination mechanisms between localities.

Concluding the meeting, Prime Minister Pham Minh Chinh commended the ministries, sectors, localities, investors, and contractors for their efforts in implementing tasks and maintaining continuous construction, even during the Lunar New Year holiday, contributing to accelerating the progress of many key transportation projects. The Prime Minister requested ministries, sectors, and localities to continue to uphold the spirit of "only moving forward, not backing down," promoting a sense of responsibility, focusing on overcoming difficulties, and accelerating the construction progress of projects, especially in land clearance, construction material supply, and completing investment procedures.

Investors and contractors need to mobilize maximum manpower and equipment, organize construction scientifically, and ensure progress, quality, labor safety, and environmental hygiene. Relevant agencies should strengthen inspection and supervision, and promptly handle cases of delays and irresponsibility during implementation.

The Prime Minister also requested that ministries, sectors, and localities demonstrate high determination and decisive action to strive for the timely completion of projects, contributing to economic growth and enhancing the country's competitiveness.
