According to reports of the Ministry of Construction, in 2025, ministries, sectors, localities, especially the members of the Steering Committee and specialized agencies, demonstrated a determined and resolute spirit in performance. Many important transportation projects and works have been completed and put into operation, leaving a clear mark on the 2021-2025 period with remarkable progress in the development of transportation infrastructure.

These projects not only create momentum to promote socio-economic development and strengthen national defense and security, but also meet the aspirations of the people and businesses, thereby creating enthusiasm, trust, and social consensus.

Although year 2025 is affected by complex weather patterns, with many major storms and prolonged floods impacting construction progress, with the spirit of "overcoming the sun, conquering the rain, not defeated by the storms," investors and contractors have proactively overcome difficulties and quickly resumed construction, striving to complete the target of over 3,000 km of expressways and 1,700 km of coastal roads.

The delegates attend the session at the Headquarters of the Provincial People's Council - the Provincial People's Committee.

During the year, ministries, sectors, and localities successfully organized three rounds of inauguration, groundbreaking, and technical opening ceremonies for key projects and works, totaling 564 projects in 34 provinces and cities, with a total investment of over 5.14 trillion VND.

Regarding the implementation of the conclusions of the 22nd session (December 9, 2025), the Prime Minister assigned 31 tasks to ministries, sectors, and localities. To date, the units have completed 13 out of 18 tasks on time; 13 tasks are being actively implemented, including 5 tasks of a regular management and direction nature and 8 tasks that are not yet due.

For Hung Yen province, two key national projects passing through the area are basically being performed on schedule. The Ring Road No. 4 - Hanoi Capital Region project and its component projects implemented by the province have completed 99% of the compensation and land clearance work. The parallel road construction projects are being progressed according to schedule, with no major remaining difficulties or obstacles. For the Ninh Binh - Hai Phong expressway project, the section passing through Ninh Binh and Hung Yen provinces has achieved nearly 90% of land clearance. Contractors are focusing on construction at locations where land is available, especially for large bridges crossing rivers. However, the progress of embankment construction is still facing difficulties due to a shortage of materials, particularly stone, requiring coordination and support from relevant localities.

Concluding the meeting, Prime Minister Pham Minh Chinh requested ministries, sectors, and localities to continue to concretize and effectively implement the Resolution of the 14th National Party Congress in the field of transport infrastructure development, considering this as one of the strategic breakthroughs, creating a foundation for rapid and sustainable national development.

The Prime Minister requested that ministries, sectors, and localities maximize their proactive spirit, self-reliance, and self-improvement, based on their functions, tasks, and delegated authority, to proactively decide and organize implementation without waiting or relying on others; at the same time, the heads of these agencies must directly lead, direct, and regularly inspect and monitor the progress of key transportation projects. During implementation, projects must be strictly controlled in terms of progress, quality, technical standards, aesthetics, labor safety, environmental hygiene, ensuring sufficient raw materials, and accelerating land clearance and resettlement; proactively preventing and stopping corruption and waste from the beginning of project implementation, assigning specific responsibilities to each collective and individual.

In addition, a comprehensive review of investment processes and procedures should be conducted to ensure they are within the correct authority, standards, and criteria, strict yet transparent and timely; implement decisive leadership and direction according to the "6 clear" principle (clear person, clear task, clear responsibility, clear authority, clear progress, clear results), coupled with strengthened inspection and supervision, and timely resolution of difficulties and obstacles arising at the construction site and in each project.

Regarding land clearance and resettlement, the Prime Minister requested that localities provide close guidance, prioritizing the legitimate rights and interests of the people; promoting dialogue, propaganda, and mobilization to create consensus, sharing, and responsibility among the people for key national projects.

The selection of investors and contractors through direct contracting, bidding, and auction must strictly comply with legal regulations, ensuring transparency, efficiency, and effectiveness; resolutely preventing and combating corruption and negative practices in bidding, and selecting contractors with sufficient capacity and experience to implement projects on schedule and with quality.

Prime Minister Pham Minh Chinh also requested that ministries, sectors, and localities clearly define the priority order of key transportation projects, focus resources, and be determined to achieve the goal of completing approximately 5,000 km of expressways by 2030 as planned.

Assigning specific tasks to each ministry, sector, and locality, he particularly emphasized ensuring a sufficient supply of construction materials, stabilizing prices, and preventing congestion, disruptions, or delays in the construction progress of key transportation projects nationwide.
