The 23rd session of the 17th Provincial People's Council, term 2021-2026 launched

On the morning of December 10, at the Hall of the Provincial People's Council – the Provincial People's Committee, the 17th Hung Yen Provincial People's Council opened its 23rd session - the regular session at the end of 2024. The opening session saw the presence of comrades: Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Members of the Standing Board of the Provincial Party Committee; Members of the Provincial National Assembly Delegation; delegates of the Provincial People's Council; Standing members of the People's Council, the People's Committee, Vietnam Fatherland Front Committee of the province; leaders of provincial departments, branches, sectors, and mass organizations; leaders of the People's Council, the People's Committees of districts, town, and city.

In his opening speech, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: The 23rd session - the 17th Provincial People's Council takes place in the context that Party committees at all levels are implementing the plan to organize Party Congresses at all levels for the 2025-2030 term towards the 20th Provincial Party Congress and the 14th National Party Congress; with the goal of building Hung Yen province to develop rapidly and sustainably, becoming a modern industrial province with an economic scale and development level among the leading group in the country, at this session, the Provincial People's Council will not only review the results of the implementation of the socio-economic development tasks in 2024 but also focus on the in-depth assessment and comparison with the goals of the Resolution of the 19th Provincial Party Congress and the Resolution on socio-economic development for the 5-years 2021-2025 of the Provincial People's Council; thereby, accurately and accurately identifying the goals, tasks and solutions in 2025. With that important content, it is recommended that the delegates of the Provincial People's Council focus on spending more time researching, discussing, frankly assessing the advantages that need to be promoted, pointing out the shortcomings and limitations that need to be overcome; proposing key and feasible tasks and solutions to organize performance, ensuring the successful and comprehensive completion of the province's socio-economic development plan in 2025 and the following years.

Speaking at the session, Provincial Party Secretary Nguyen Huu Nghia acknowledged and warmly commended the efforts, endeavors and determination to overcome difficulties of the Party committees, authorities and agencies in the political system, especially the important contributions of the Provincial People's Council in 2024. The Provincial Party Secretary emphasized: 2025 is a year of special significance, the year of holding Party Congresses at all levels towards the Provincial Party Congress and the 14th National Party Congress. The world and regional situation is supposed to continue to develop in a complicated and unpredictable manner. Social and environmental issues are creating great pressure on sustainable development in the context of increasingly deep integration. All levels, sectors, business communities and people in the province are required to continue to make more efforts, overcome difficulties and challenges, stick to reality, take drastic actions in all fields, and strive to successfully implement the goals and tasks of the 2025 and 5-year plan 2021-2025. Based on the assessment of the situation and practical conditions, the Provincial Party Committee’s conference on December 4 issued a Resolution on the leadership in implementing tasks in 2025, setting out goals and 17 main targets with high political determination (GRDP growth rate of 8%, striving for 9%; local budget revenue of about 45 trillion VND; total social development investment capital of nearly 79 trillion VND,...). In order to achieve and exceed the set targets, it is recommended that all levels, sectors and localities thoroughly grasp and seriously and effectively implement the Provincial Party Committee's leadership resolution in 2025. The 23rd session of the 17th Provincial People's Council with a large workload, requested that the Provincial People's Council’s delegates promote democracy, uphold the spirit of responsibility, be frank, focus their intelligence, research, discuss, consider carefully, contribute many profound opinions, reflect the thoughts and aspirations of voters and people in the province.

On behalf of the Provincial People's Committee, Standing Vice Chairman of the Provincial People's Committee Nguyen Le Huy presented the Report and draft Resolution on the implementation of the socio-economic development plan in 2024; the goals, tasks and solutions for 2025. Accordingly, in 2024, in the context of many difficulties and challenges due to the complicated developments in the world and the region; the domestic economy still faces many difficulties, natural disasters, floods, especially storm No. 3 (storm Yagi) has significantly affected the socio-economic development of the locality. The Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, all levels, sectors, together with the entire people and the business community, have made efforts to overcome difficulties, restore production, promote economic development, ensure social security and people's lives, thanks to which the province's socio-economic situation has achieved positive results in all areas: Gross regional domestic product (GRDP) in 2024 is estimated to increase by 7.7% (the plan up 7.5% - 8%). The production value: Industry and construction increased by 10.33% (the plan up 8.5-8.7%); of which industry increased by 9.62% (the plan up 8.5%); construction increased by 17.94% (the plan up 10%); trade and services increased by 3.65% (the plan up 9%); agriculture, forestry and fishery decreased by 1.62% (the plan up 2%). The economic structure: Industry and construction accounted for 62.65%; services accounted for 24.85%; GRDP per capita was 121.3 million VND. Total social development investment exceeded the plan, reaching 75,630 billion VND (the plan: 70,000 billion VND). Budget revenue attained 40,114 billion VND, reaching 122.2% of the estimate, up 23.6% over the same period; of which domestic revenue gained 35,814 billion VND, reaching 122.9% of the estimate, import-export revenue attained 4,300 billion VND, reaching 116.2% of the estimate. The rate of schools meeting national standards reached 80.83% (plan: 93.85%); maintaining the natural population growth rate below 1% (plan: below 1%); the rate of communes recognized as meeting national standards on health was 78.39% (plan: 50%); there are 9.3 doctors and 32.9 hospital beds per 10,000 people (the plan: 9.3 doctors - 31 hospital beds per 10,000 people). The poverty rate has decreased to 0.44% (plan: 0.71%). New jobs have been created for 34,439 workers, reaching 143% of the plan. The rate of trained workers is 70% (plan: 70%). The rate of people participating in health insurance is 94.2% (plan: 94.2%). The rate of cultural families is 92.3% (plan: 92.3%); the rate of cultural villages and cultural residential groups is 90.5% (plan: 90.5%). The rate of hazardous waste collected and treated is 100% (plan: 100%); the rate of industrial parks in operation with centralized wastewater treatment systems meeting environmental standards is 100% (plan: 100%); urbanization rate reached 46% (plan: 46%).

Also at the 23rd session, the Provincial People's Council reviewed and discussed to approve a number of reports, submissions and draft resolutions submitted by the Provincial People's Committee on the situation of revenue and expenditure estimates and the local budget allocation plan for 2025, the tasks of the 2025 investment capital plan; assigning the payroll of civil servants, public employees, and contract workers in agencies, administrative organizations and public service units; temporarily assigning the number of cadres, civil servants, and non-professional workers at the commune level; considering and deciding on investment policies for a number of projects and the mechanisms and policies for socio-economic development such as: the Resolution stipulating expenditure tasks for carrying out the arrangement of commune-level administrative units and support levels for commune-level administrative units implementing the arrangement in the province in the period 2023-2025; stipulating social assistance policies for a number of social protection beneficiaries; promulgating Regulations on training support regimes for cadres, civil servants and public employees of Hung Yen province; stipulating the content and expenditure levels for performing regimes and policies on health protection and care for cadres in the province; stipulating the authority to decide on the management and use of public assets at agencies, organizations and units; stipulating the percentage (%) to determine land rental prices, the percentage (%) to calculate land rental fees for land for underground construction, underground constructions located outside the land use space determined for land users, land with water surface in the province; stipulating the criteria for deciding on bidding to select investors to implement investment projects using land in the province.

At the session, the Standing members of the Provincial People's Council presented the Provincial People's Council with reports, submissions and draft resolutions: the Report on the results of the activities of the Provincial People's Council’s Boards in 2024, the Delegation groups, directions and key tasks in 2025; the submission; draft resolution on the establishment of the Provincial People's Council's Thematic Supervision Team in 2025; the Plan for organizing regular meetings in 2025. The Chief Justice of the Provincial People's Court reported on the trial work in 2024, the directions and tasks in 2025; The Provincial People's Procuracy reported on the situation of law enforcement and prosecution work in 2024, the tasks and solutions in 2025; the Provincial Civil Judgment Enforcement Department reported on the results of civil judgment enforcement in 2024,the key tasks and solutions in 2025. Representatives of the Economic - Budgetary Affairs Board, the Cultural – Social Affairs Board , the Legal Affairs Board, and the Provincial People's Council presented the Report on the verification of the implementation of the economic – budgetary development tasks in 2024 and the goals, tasks and solutions in 2025; the Report on the verification of the implementation of the cultural - social development tasks in 2024 and the goals, tasks and solutions in 2025; the Report on the verification of the law enforcement situation in the province in 2024 and the goals, tasks and solutions in 2025; the Report on the verification of reports, submissions and draft Resolutions submitted by the Provincial People's Committee at the session.

The session ended the first morning session.

In the afternoon, the Provincial People's Council’s delegates discussed in the Discussion groups and concluded the first working day.

Tomorrow, December 11, the session will enter the second working day and close. According to the plan, the content and working program of the second working day are as follows: the Report on the synthesis of opinions at the Discussion groups; relevant agencies respond to opinions and recommendations of voters and questions from Provincial People's Council’s delegates; the Chairman of the Provincial People's Committee speaks and explains further issues of concern to voters and opinions raised by the Provincial People's Council’s delegates; personnel work under the authority of the Provincial People's Council; approval of Resolutions of the session; closing the session.
