The Provincial Innovation Index (PII) was officially deployed nationwide by the Ministry of Science and Technology in coordination with the World Intellectual Property Organization and relevant agencies from 2023. The PII has 52 indicators divided into 7 pillars, including 5 input pillars reflecting factors that facilitate socio-economic development based on science and technology and innovation; the two output pillars reflect the impact of science and technology and innovation on socio-economic development. The 2023 PII of Hung Yen province reached 42.52 points, ranking 18/63 provinces and cities. The province's strengths include 5 component indicators: The rate of enterprises with ISO certificates/1,000 enterprises; valid patent and utility solution applications/10,000 people; trademark applications/1,000 enterprises; industrial design applications/10,000 people; labor productivity growth rate. The 5 weak component indicators include: Market entry costs; expenditure on research and development/GRDP (%); basic infrastructure; the number of enterprises in the scientific and technological professional service sector/1,000 enterprises; the rate of investment projects operating in industrial clusters/1,000 enterprises. To continue to improve and enhance the ranking of the PII, on June 18, 2024, the Provincial People's Committee issued Plan No. 106/KH-UBND to improve and enhance the innovation index of Hung Yen province (Plan No. 106). According to Plan No. 106, the province strives to be in the group of 10 provinces and cities achieving the 2024 PII and maintain this ranking in the following years. The Provincial People's Committee has set out tasks to implement the criteria and component indicators in the assigned fields and localities with quality and on schedule.

At the conference, delegates analyzed and discussed the results of the PII in 2023 as well as the goals and solutions for implementation in 2024 and the following years.

Speaking at the conference, Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee, Chairman of the Provincial Science and Technology Council affirmed that the PII with 52 indicators under 7 pillars helps to recognize and evaluate the role of science, technology and innovation in socio-economic development. The PII provides a realistic and comprehensive picture of the current status of the socio-economic development model based on science, technology and innovation. The socio-economic development based on science, technology and innovation is a trend for rapid and sustainable development. Therefore, departments, branches, localities and units, based on the assigned tasks in Plan No. 106, should organize implementation, coordinate implementation as well as advise the province to maintain and improve the PII to achieve the set goals and plans...
