Imbued with the teachings of President Ho Chi Minh "Emulation is patriotism, patriotism requires emulation", in the period of 2020 - 2025, patriotic emulation movements in Hung Yen have developed strongly in both breadth and depth. The Party committees, authorities, the Fatherland Front and people of all walks of life in the province have united, innovated, and carried out a lot of forms and rich contents, creating a widespread influence, becoming a driving force for socio-economic development, contributing to building a clean and strong political system.

The province's economy has achieved outstanding results, in which the GRDP growth rate in the 2021 - 2025 period reached an average of 9.17%/year, higher than that in the 2016 - 2020 period (8.28%) and higher than the national average. The economic scale in 2025 is estimated at 328,283 billion VND, 1.73 times higher than in 2020; in 2024, Hung Yen ranked the 7th out of 34 provinces and cities in term of economic scale. GRDP per capita is estimated at 101.5 million VND (4,200 USD), up 67.77% compared to 2020. State budget revenue in 2025 is estimated at over 74,432 billion VND, ranking the 4th in the country in the first 8 months of the year; total budget revenue in the 2021 - 2025 period is nearly 270,000 billion VND, 2.38 times higher than the 2016 - 2020 period.

In parallel with economic development, the province has resolutely reorganized the apparatus to be streamlined, effective and efficient. Since March 1, 2025, Hung Yen has completed the arrangement of advisory agencies, departments, branches, and specialized units at the provincial and commune levels. From July 1, 2025, after merging with Thai Binh province, Hung Yen province has organized a two-tier government with 104 commune-level administrative units, operating stably, effectively, closer to the people.

Social security movements have achieved practical results. The movement to eliminate temporary and dilapidated houses was completed 3 months ahead of schedule with 4,374 households receiving support to build new and repaired houses.

In the field of innovation and digital transformation, in the 2021 - 2025 period, the province spent nearly 1,700 billion VND, 6.2 times higher than the previous period. Notably, the "Digital Education for All" movement was widely deployed, bringing positive results.

The emulation and reward work of the province was implemented methodically, in accordance with regulations, promptly, publicly and transparently. The province focuses on rewarding direct workers, officers, soldiers of the armed forces, militia, security guards of agencies, enterprises... with outstanding achievements, contributing to encouraging, motivating, and promoting the emulation spirit in the whole society.

At the congress, representatives of typical advanced examples shared good practices in performing the patriotic emulation movement of Hung Yen province. The congress honored, commended, and rewarded outstanding collectives and individuals, typical examples in the patriotic emulation movement of the province in all areas of social life.

Speaking at the congress, Vice State President, First Vice President of the Central Emulation and Commendation Council Vo Thi Anh Xuan acknowledged and commended Hung Yen's outstanding achievements in the period 2020 - 2025; affirmed that the patriotic emulation movement of the province has actively contributed to the overall development of the country. She suggested that Hung Yen continue to promote its tradition and spread patriotic emulation movement more strongly in the coming period.

The Vice State President emphasized: Hung Yen province, newly merged from Hung Yen and Thai Binh provinces, has been a land of "sacredness and gifted people" for generations, with a tradition of culture, studious spirit, revolution, dynamic and creative people in production; it is also a place where the richness and uniqueness of the Red River Delta culture and the rice civilization converge, intersect and spread. The Party Committee, government and people of Hung Yen and Thai Binh provinces have made great contributions to the struggle for national liberation and unification, as well as to the construction and defense of the Fatherland. In recent years, especially after the merger, the province has risen to become a bright spot in the economy, affirming its position in the Red River Delta and the whole country.

To realize the province's development aspirations, especially the vision that by 2045, Hung Yen will become a modern, ecological, smart industrial city rich in cultural identity, with people having a prosperous and happy life, the Vice State President requested the Party Committee, government and people of Hung Yen province to continue to bolster the spirit of solidarity, unity, dynamism, creativity, and boost all local resources, especially human resources. Identifying emulation and reward work as an important driving force in the new revolutionary period, continuing to strongly promote Ho Chi Minh's thought and the Party's guidelines and policies on patriotic emulation, in which emulation is not only a slogan, but a direct driving force to turn potential into advantage, turn aspirations into reality, and make the province break through on the path of development. Every cadre, party member, and citizen of Hung Yen needs to consider emulation as a responsibility and an honor for every organization and individual to dare to think, dare to do, dare to innovate, for the common development of the locality.

To continue to strongly and comprehensively innovate emulation and reward work, from choosing emulation movements that must be key and practical, to launching and conducting methods that must be substantial, effective, and closely linked to the requirements of reality. To discover, build and replicate exemplary models; beef up propaganda and spread widely in society; promptly honor and reward the right people, the right jobs, the right key tasks that localities and units need to focus on implementing in each stage of development. To strengthen the apparatus and staff of officials working in emulation and reward, both full-time and part-time, ensuring solid professional expertise, qualities, sense of responsibility and enthusiasm for work; promote digital transformation, do a good job of management and archiving records to reduce troublesome, create the most favorable conditions for those who are rewarded and officials working in emulation and reward; regularly train, improve capacity, improve treatment regimes for the staff to be able to perform tasks in the new situation.

The Vice State President believed that with the revolutionary tradition of the homeland, the will to self-reliance, self-improvement and the spirit of patriotic emulation, Hung Yen will continue to achieve greater and more comprehensive achievements, making worthy contributions to the cause of building and developing a prosperous country in the era of national development.

The Provincial Party Secretary requested Party committees at all levels, authorities, sectors and localities in the province to further boost patriotic emulation movements; continue to thoroughly grasp, propagate and effectively organize the implementation of the Party's guidelines, policies and laws of the State on emulation and rewards, especially the President Ho Chi Minh's patriotic emulation ideology and Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on strengthening the Party's leadership in emulation and rewards in the new situation. To innovate the content and form of emulation movements in accordance with the specific conditions of each sector, field and locality, direct emulation movements to the grassroots. The organization of emulation movements must determine practical and specific goals associated with the political tasks of each locality, agency and unit and be practical, regular and continuous. The emulation work must be closely combined with rewards, rewards must be correct, timely, public, transparent, and truly effective in setting an example.

Launching the emulation movement for the period of 2025 - 2030, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council Nguyen Khac Than emphasized: Along with the whole country, Hung Yen is facing new and increasingly high development requirements, with a lot of opportunities and challenges intertwined. The road ahead is still full of difficulties, requiring further promotion of the spirit of solidarity with high determination and great efforts of the entire Party Committee, government and people of all walks of life in the province. In particular, in the last months of 2025, the whole province strives to achieve the best results with the spirit of "everyone competes, every family competes, every industry competes" to contribute to completing and exceeding all set targets, creating momentum for Hung Yen to develop more strongly and sustainably in the future.

To comprehensively innovate and improve the quality and effectiveness of emulation and commendation work in terms of content, form and implementation measures. To strongly innovate and improve the quality of commendation work. To improve the quality of activities of Emulation and Commendation Councils at all levels and emulation blocs and clusters in advising the Party committees and authorities and carrying out inspection and supervision of policies and laws on emulation and commendation.

Responding to the call for the patriotic emulation movement at the Congress, Comrade Nguyen Bat Khanh, the Provincial Party Committee’s Member, Vice Chairman of the Provincial Fatherland Front Committee affirmed: The Vietnam Fatherland Front and socio-political organizations at all levels in the province will continue to play as the core in propaganda work, mobilize people of all walks of life to actively respond and effectively carry out patriotic emulation movements in the period of 2025 - 2030 in the province.
