Crystallizing wisdom, responsibility, faith and aspiration for development

In his opening speech at the Congress, Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Province’s Party agencies, affirmed: The 1st Party Congress of the Province’s Party agencies for the 2025 - 2030 term is an event of special significance, aiming to summarize, analyze, evaluate correctly, honestly, objectively and comprehensively the situation and results of the implementation of the Resolution of the Province’s Party agencies’ Congress for the 2020 - 2025 term; clearly point out the advantages, disadvantages, causes and draw profound lessons in leadership, direction and implementation; determine the directions, goals, tasks and solutions for the next term that are close to the actual situation and highly feasible for effective implementation; at the same time, contribute opinions to the draft documents submitted to the 20th Provincial Party Congress, term 2025 - 2030 and the 14th National Party Congress.

The Congress is the crystallization of the wisdom, responsibility, belief and development aspirations of all cadres, party members, civil servants and workers in the Party agencies of the province, demonstrating the spirit of innovation, bravery, solidarity, intelligence and sustainable development.

The political report presented at the Congress stated as follows: The Party Committee of Party agencies of Hung Yen province was established under Decision No. 1781-QD/TU, dated June 26, 2025 of the Hung Yen Provincial Party Committee on the basis of merging the Party Committee of Party agencies of Hung Yen province and the Party Committee of Party agencies of Thai Binh province. In the Party Committee there are currently 12 grassroots party organizations with over 1,600 party members. During the past term, the Party building work of the Party Committee achieved important and comprehensive results. The leadership methods of Party committees at all levels continued to be innovated. The ideological work was maintained, quality and efficiency were significantly improved; creating consensus, solidarity and high unanimity among the entire contingent of cadres, party members, civil servants, public employees and workers. The self-criticism and criticism review in the spirit of the resolutions and conclusions of the 4th Central Conference (term XII, XIII) on boosting the building and rectification of the Party and the political system in association with studying and following Ho Chi Minh's ideology, morality and lifestyle has become routine and regular in the activities of Party committees and Party cells. The work of building Party organizations and improving the quality of Party members has been carried out synchronously, comprehensively completing the set targets and tasks. The work of protecting internal politics has been proactively and promptly deployed, meeting the requirements in the new situation. The work of inspection, supervision and enforcement of Party discipline has had a lot of innovations, achieved important results, actively contributing to the successful implementation of political tasks, strengthening discipline, improving the capacity and fighting strength of the Party. The emulation movement to build the model of "Skilled Mass Mobilization" continues to attain practical results, creating a vibrant competitive atmosphere among cadres, party members, civil servants and public employees in agencies and units. The ethics, discipline, public service discipline, working style and manners of cadres and civil servants have progressive changes. The activities of mass organizations have innovated in content, methods, the quality of movements has been improved, more practical, creating a vibrant competitive atmosphere, boosting the comprehensive completion of political tasks. The grassroots Party organizations have closely followed the direction of the superior Party Committee, closely coordinated with the heads of agencies and units to successfully complete the assigned professional and political tasks, contributing to the successful implementation of the goals of socio-economic development, national defense - security and Party building, the political system construction for the 2020 - 2025 term of the Provincial Party Executive Committee.

In the 2025-2030 term, the Party Committees of the Province’s Party agencies set out such a number of specific goals as: 100% of agencies and units complete political tasks, develop plans and action programs to concretize the implementation of resolutions of higher levels; 100% of Party cells and grassroots Party organizations develop action programs and thematic resolutions to perform resolutions of Party congresses at their own level and higher levels; 100% of Party organizations develop and organize the implementation of inspection and supervision programs in accordance with regulations; promptly resolve petitions, complaints and denunciations according to their authority; every year, over 95% of grassroots Party organizations and over 98% of Party members complete their tasks or more, 100% of agencies and units complete their tasks well. To achieve the goal, the Party Committee has set out 3 breakthroughs and 8 key tasks and solutions for the entire 2025 - 2030 term.

With the spirit of solidarity, democracy, innovation and responsibility, the Congress enthusiastically discussed and contributed profound opinions to the draft documents; comprehensively assessed the implementation results of the Congress Resolution for the 2020 - 2025 term; reviewed the leadership and direction of the Party Committee; and clearly defined the directions, goals, tasks and solutions for the next term. The Congress focused on discussing and unanimously approving the Report synthesizing opinions and contributions to the draft documents of the 14th National Party Congress and the draft documents of the 20th Provincial Party Congress, term 2025 - 2030.

Speaking at the Congress, Secretary of the Provincial Party Committee Nguyen Huu Nghia congratulated, acknowledged and commended the achievements of the Party Committees of the Province’s Party agencies in the past term. The Secretary of the Provincial Party Committee affirmed: The Party Committee of the Province’s Party agencies is large and very important, responsible for leading the subordinate Party organizations in the Party agencies, People's Councils, judicial agencies, the Fatherland Front and socio-political organizations at the provincial level, playing a particularly important role in leading, directing, concretizing and advising the Provincial Party Committee and the Standing Board of the Provincial Party Committee on the policies, guidelines, strategies and development solutions for Hung Yen province.

The Secretary of the Provincial Party Committee requested: The Party Committee of the Province’s Party agencies beef up the spirit of solidarity, focus on leading and directing the successful implementation of the set goals and tasks; focus on strategic breakthroughs and key tasks and solutions to contribute to the implementation of the political goals and tasks of the Hung Yen Provincial Party Committee in the 2025 - 2030 term with three pillars: Economic and social development and environmental protection are the center; Party building is the key; national defense, security and foreign affairs are important and regular. The Party Committee of the Province’s Party agencies focus on leading and directing the subordinate grassroots Party committees to actively innovate leadership methods to create strong and comprehensive changes in Party building and the political system; closely follow the assigned functions and tasks, improve the capacity of research, analysis, forecasting, and strategic consulting to help the Provincial Party Committee propose policies and breakthrough solutions to effectively perform the policies and resolutions of the Central Committee and the goals and strategic development orientations of the province; develop and discuss the Action Program to implement the Congress Resolution, in which specific projects, plans, and key tasks that need to be deployed to successfully implement the Congress Resolution's goals with the spirit of "clear people, clear work, clear responsibilities, specific results, clear deadlines, clear roadmap"; well organize the work of propaganda, dissemination, study, research, and dissemination of the Resolution of the Party Congress of the Province’s Party agencies for the 2025-2030 term in conjunction with the implementation of the Resolution of the 14th National Party Congress and the Resolution of the 20th Provincial Party Congress to all cadres and party members...

In his closing speech at the Congress, Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of Province’s Party agencies, on behalf of the Party Committee of Province’s Party agencies, received the direction of the Provincial Party Secretary; at the same time, he called on cadres, party members, union members, and association members in the entire Party Committee to continue to promote the spirit of responsibility, solidarity, unity, and strive to successfully implement the Resolution of the 1st Party Congress of the Province’s Party agencies, term 2025-2030.
