According to the reports of the units, the Investment Project on the Construction of the Ring Road No. 4 - Hanoi Capital Region, the section passing through the province, up to now, the localities have basically completed the site clearance of agricultural land and public land, and are organizing the implementation of the site clearance work for residential land and business land. For residential land, the localities have completed the work of counting and determining the origin of the land, and are currently organizing the establishment and publicization of compensation and support plans; and are developing a resettlement plan. The total area of ​​land recovered and handed over to the investor is 202.9/225.9 hectares (reaching 90% of the total area of ​​land to be recovered). Localities have basically completed moving graves out of the project area. For the component project 2.2: the construction of parallel roads (urban roads) in Hung Yen province, the contractor is currently organizing 8 construction teams along the entire route, with a total contract completion value of about 421.2/1,253 billion VND (reaching a rate of 33.66%).

The side road investment project from Km19+640 (the intersection with National Highway No. 38) to Km24+240 (the intersection with National Highway No. 39) adjacent to the road connecting the Hanoi - Hai Phong Expressway with the Gie Bridge - Ninh Binh Expressway has now handed over 5.9/9.2km in the areas of Trung Nghia, Lien Phuong, Phuong Nam communes (Hung Yen city) (reaching a rate of 64.1%). The contractor has started construction since October 2024. Currently, the contractor is arranging 3 construction teams, focusing on digging, filling the roadbed, constructing geotextile layers, drainage systems, etc.

The Tan Phuc - Vong Phan road project (the intersection with the provincial road No. 378) has basically completed the site clearance work for agricultural land and public land, and is organizing the implementation of site clearance work for residential land and cemetery land. For residential land, localities have basically completed the work of counting and determining the origin of the land, are currently organizing the establishment and publicization of compensation and support plans, and are developing resettlement plan. Up to now, 170.14/175.6 hectares of land have been recovered and handed over to the investor, reaching a rate of 96.9% (equivalent to a length of about 28km/29.2km of the total route length).

The Chinh Nghia - Phu Cuong road project has a total length of 5.7km. Up to now, the compensation work for land acquisition for agricultural land and converted land has been basically completed, and compensation for land acquisition for residential land and Mai Vien fish farm is currently being carried out. The construction unit has dug up unsuitable land, dug the roadbed for 2.3km; completed the installation of a sand pumping pipeline from the Red River into the route at Km5+700...

Inspecting the projects, Secretary of the Provincial Party Committee Nguyen Huu Nghia praised the efforts of departments, branches, localities and contractors in implementing the projects. The Secretary of the Provincial Party Committee requested departments, branches and localities to coordinate with contractors to remove difficulties and ensure the project progress. In particular, focusing on ensuring the supply of materials for the projects. To speed up the progress of site clearance; arrange resettlement locations for people and businesses subject to clearance; strengthen inspection, supervision and ensure the quality of the projects. During the construction process, focusing on labor safety, traffic safety; developing specific schedules and plans for each construction item. To strive to complete the projects early to put them into operation and use, serving the socio-economic development needs of the province.

Regarding the Ring Road No. 4 project - Hanoi Capital Region and the Tan Phuc - Vong Phan road project (the intersection with the provincial road No. 378), the Provincial Party Secretary emphasized that these are projects to welcome the 20th Provincial Party Congress, term 2025 - 2030. Therefore, localities should be urgent and flexible in the work of site clearance for residential land, business land, resettlement arrangements for people... striving to open the projects to technical traffic before September 30, 2025.
