The meeting took place amidst a rapidly changing, complex, and unpredictable global situation. Notably, the US's implementation of new tariffs and military conflicts in the Middle East disrupted global shipping and air transport, impacting supply chains, oil and LNG prices, thereby putting pressure on domestic macroeconomic management.

Leaders from ministries, sectors, and localities proposed key tasks and solutions in March, the first quarter, and subsequent months of the year; emphasizing breakthrough solutions to achieve a growth target of 10% or more. The requirements included accelerating the disbursement of public investment capital, maximizing the mobilization of social resources, and ensuring the harmonious development of culture, society, environment, national defense, security, and foreign affairs.
Concluding the meeting, Prime Minister Pham Minh Chinh stressed that the global and regional situation is extremely complex, requiring ministries, sectors, and localities to closely monitor and understand the situation in order to proactively respond.
Regarding objectives and guiding principles, the Government remains committed to achieving a double-digit growth, maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy. The overarching principle is "sufficient revenue to cover expenditures, sufficient exports to cover imports, sufficient production to meet consumption needs," ensuring adequate electricity for production and consumption, and meeting the demands of the labor market. With the motto "only moving forward, not backing down," the Prime Minister affirmed the unity between the leadership of the Party, the administration of the Government, the support of the National Assembly, and the support and expectations of the people and international friends.
To promote growth, Prime Minister Pham Minh Chinh requested the renewal of traditional drivers including exports, consumption, and investment; while simultaneously promoting new drivers such as science, technology, innovation, digital transformation, green transformation, and energy transformation. The Ministry of Finance was tasked with developing scenarios to respond to the impact of global conflicts on tariffs, exports and imports. The Ministry of Industry and Trade is focusing on energy management scenarios to minimize negative impacts on the economy.
The Prime Minister requested that leaders at all levels seriously implement the action motto "1 goal, 2 guarantees, 3 yes's, 4 no's, 5 transformations, 6 claritys". Specifically, the overarching "1 goal" is to improve the material and spiritual lives of the people with the spirit of each quarter being better than the previous one, and each year being better than the previous one. "2 guarantees" include maintaining security and safety and preserving the dialectical relationship between development for stability and stability for development. "3 yes's" in resource mobilization require the synchronized participation of the State, the people, and businesses. "4 no's" regarding time management are: not wasting days, not delaying weeks, not missing opportunities in months, and not being passive throughout the year. "5 transformations" in development include greening, digitalization, resource optimization, smart governance, and harmonizing interests among all parties. The "six clear points" in task assignment are: clear person, clear task, clear time, clear authority, clear result, and clear responsibility, to ensure the highest efficiency in implementation.
Based on this, the Prime Minister assigns specific tasks to ministries, sectors, and localities.
