In his concluding remarks, Comrade Pham Quang Ngoc, Member of the Party Central Committee, Secretary of the Provincial Party Committee, acknowledged and highly appreciated the results achieved by the localities after one-year operations of the two-tier local government system. The tasks were implemented synchronously by the communes without interruption, including many new and difficult tasks that were successfully carried out. The leadership, management, and task execution capacity of the cadres, civil servants, and public employees has been enhanced. In addition, the Secretary of the Provincial Party Committee also frankly pointed out some shortcomings and limitations that the localities need to focus on overcoming. Regarding key tasks for the coming period, the Provincial Party Secretary requested that localities continue to review and consolidate the organizational structure of the political system, ensuring smooth, effective, and efficient operation. To focus on implementing all tasks related to Party building and the political system in a coordinated manner; pay attention to the work of Party members development. He requested that localities review all outstanding land-related issues, report them to the competent authorities for consideration, and develop solutions. For coastal communes, it is necessary to promote a proactive spirit in managing and developing the economy of coastal areas and alluvial plains. In addition, based on the practical development of the locality, communes should focus on developing plans that ensure the full utilization of potential, strengths, and opportunities for the comprehensive development of industry, urban areas, services, and connecting transportation systems, creating regional linkages with surrounding localities. Regarding the reorganization of villages, he suggested that localities must implement the process in a systematic, rigorous, and cautious manner, ensuring unity and ideological consensus among cadres, Party members, and all strata of the people; they must carefully study cultural, historical, and religious factors to develop a rational reorganization plan. When selecting grassroots village officials, priority should be given to those with prestige, the ability to mobilize the masses, professional qualifications, and the ability to apply science, technology, and digital transformation. For difficulties and obstacles arising from practice, localities should proactively report and discuss with competent authorities for guidance and timely resolution.
