In his concluding remarks, Mr. Pham Quang Ngoc, Member of the Party Central Committee and Secretary of the Provincial Party Committee, acknowledged and commended the localities. Despite a heavy workload, high pressure, and numerous new or challenging tasks, the communes have remained united and decisive in their leadership and execution, achieving outstanding results in the Party building and socio-economic development. The Provincial Party Secretary highlighted limitations requiring attention, such as the shortcomings in planning vision and management; which has resulted in transport infrastructure, socio-cultural facilities, environmental sanitation, and social welfare systems failing to keep pace with development or lacking synchronized investment.
Regarding key tasks for the upcoming period, the Provincial Party Secretary urged the commune-level Party committees and authorities to comprehensively implement tasks related to building the Party and the political system; uphold a sense of responsibility and foster solidarity and unity among the Party organization, the administration, and the public; innovate leadership and management methods while enhancing the responsibility and competence of officials and civil servants; and focus on training and improving the capabilities and sense of responsibility of village and residential group officials following the administrative reorganization.
Regarding the socio-economic development, the Provincial Party Secretary emphasized that the three communes possess favorable geographical locations and significant potential for socio-economic growth, particularly following the administrative reorganization, which has opened up new space, development opportunities, and improved transport connectivity. Consequently, the communes must adopt a long-term vision in their planning efforts, ensuring comprehensive planning that capitalizes on development advantages. During the planning process, attention must be paid to developing cultural and educational facilities to serve the residents' cultural and spiritual lives, as well as to the restoration and preservation of historical relics. The development of industrial clusters and craft villages must strictly adhere to established criteria and standards and be subject to rigorous management; furthermore, there should be a focus on guiding the transition and development of industries and trades to generate substantial economic value and improve living standards while ensuring environmental protection.
The Provincial Party Secretary directed local authorities to review and re-evaluate all goals, targets, and tasks set for 2026, and formulate specific directions and solutions to ensure their successful completion. Regarding budget revenue, localities must take decisive action to ensure that all revenue sources are collected accurately, fully, and in a timely manner for the state budget. Relevant agencies study and advise the province on revenue allocation to ensure balance among localities. Communes must consolidate the leadership positions (deputy heads) of socio-political organizations in accordance with regulations and establish commune-level trade unions to better support workers and facilitate the development of Party organizations and membership within enterprises.
