Comrade Chairman of the Provincial People's Committee Nguyen Khac Than gives instructions at the bridge point of the Provincial People's Council - the Provincial People's Committee’s Headquarters.

According to the report of the Department of Agriculture and Environment, by 10:00 a.m. on September 23, in the whole province there are 1,063 boats with 3,022 workers, of which 754 vehicles/1,937 workers are safely anchored at ports in the province; 15 vehicles/120 workers are anchored in other provinces; 272 vehicles/805 workers are operating along the province's coast. Through review, the whole province has 63 key points on the dike routes; in the key points there are plans to mobilize human resources, materials, and vehicles according to the "4 on-site" motto, ready to handle any situation that may arise.

Regarding agricultural production, as of September 22, the whole province has planted 97,500 hectares of rice, of which the rice area has ripened about 85,000 hectares. Localities are planting various winter crops, so far the plantation area is about 3,500 hectares; the summer-autumn crop harvest area is basically completed.

Speaking at the meeting, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Civil Defense Committee requested heads of departments, branches, sectors, units of the province and enterprises in the area, Chairmen of the People's Committees of communes and wards to thoroughly grasp and strictly carry out the instructions in the Official Telegrams of the Central, the Government, the Prime Minister; Official Letter No. 208-CV/TU dated September 23, 2025 of the Provincial Party Committee on proactively preventing and responding to super typhoon Ragasa; the Official Telegram No. 1688/CD-UBND dated September 22, 2025 of the Provincial People's Committee on proactively responding to super typhoon Ragasa; absolutely not subjective or negligent, proactively ready to respond promptly with the highest spirit. Communes and wards review and ensure that no locality has not yet completed the Commune-level Civil Defense Steering Committee; assigned specific tasks to members of the Steering Committee.

The Department of Agriculture and Environment, members of the Provincial Steering Committee, communes and wards review and promptly supplement plans and scenarios to respond to typhoon No. 9 according to the "4 on-site" motto, in which the task of mobilizing human resources, means and logistics is identified as a particularly important one.

The Department of Agriculture and Environment, the Department of Natural Disaster Prevention and Control, and the Provincial Center for Hydrometeorology monitor and closely follow the storm's developments, regularly update information and bulletins to the media, and regularly, fully, accurately and promptly inform the people through various information channels.

He noted that the eight coastal communes proactively activate the highest level of prevention, control and response plans for storm No. 9; prepare necessary conditions, including strictly conducting storm prevention and control duties; review, count, and call on all vessels operating at sea to return to safe shelters; limit and temporarily suspend labor, production, exploitation and fishing activities at sea. Depending on the specific developments of the storm, it is expected to ban the sea from 12:00 on September 24, 2025 and complete the call for boats, evacuate aquaculture workers in low-lying areas along rivers and coasts, close border gates, sea dykes, river dykes, etc. before 6 pm on the same day.

To proactively minimize damage to agricultural production, the irrigational works exploitation companies in the province proactively open sluices under the dykes, operate irrigation works to lower the water level in the system according to the motto "drain the river surface, lower the fields surface", to prevent heavy rains causing flooding and waterlogging of rice and crops, industrial parks, economic zones, and urban areas. To propagandize, mobilize, and support people to harvest rice in areas that have ripened early with the motto "green home is better than rich fields"; at the same time, there should be plans to respond to storms in citrus areas...

The communal and ward Party committees and authorities should proactively make lists of elderly people, single people, and families living outside the dike, in low-lying areas, and river mouths to have plans to evacuate them when they are affected by storms and floods, absolutely not allowing human losses due to negligence and subjectivity in storm prevention and control work.

He requested the Provincial Military Command and Provincial Public Security to coordinate with relevant units to prepare plans, proactively arrange forces and means to support people in localities; be ready to deploy response, rescue and relief work when it is requested.
